- NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of subject matter expertise in Counter Improved Explosive Devices (C-IED) Policy, Doctrine Development, Training Development, and Training Delivery, and assistance in the building of national C-IED capability for NATO nations. HQ SACT is serving as the procurement agency for this project, which was authorized by the MBC. HQ SACT intends to use the sealed bid (two envelope) procedure for this Firm Fixed Price (FFP) contract. Partial bidding is not authorized. REQUIREMENT HQ SACT is seeking contract support for a C-IED campaign, run by the C-IED Integrated Product Team (IPT) leader, under the guidance of the Assistant Chief of Staff Implementation in his role as NATO's C-IED capability monitor. The C-IED campaign is an important tool used in HQ SACT’s development of new and improved C-IED capabilities for NATO. The contract will include -Support to the HQ SACT organization for planning, execution, and output of C-IED related policy and doctrine for land, air, and maritime -Assistance in integrating NATO C-IED campaign with other Alliance and national programs in order to realize synergies and efficiencies -The development and presentation of current and future C-IED training courses for NATO nations -National C-IED capability improvement in the form of Mobile Advisory Team (MAT) deployments -Two C-IED Subject Matter Experts (SMEs) will be based at HQ SACT in a Staff Officer role under the direction of the C-IED IPT leader Companies that have been approved for participation in NATO ICB (See Bidding Procedure) and that have performed contracts within the last three years similar in scope to the requirement described in the solicitation will be considered eligible for nomination to the bidders list. Contractor personnel performing services under the contract must be citizens of a NATO nation. HQ ACT SME’s will require COSMIC TOP SECRET security clearances and C-IED related Staff Officer experience within the last ten years. All other SMEs must have a minimum security clearance of NATO SECRET and C-IED related operational experience within the last six years. Please note that it is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to HQ SACT the NATO clearance certifications for all personnel assigned to the contract. The estimated annual amount of funding for this project is Euro 1.7 million. If all four options are used, the estimated cumulative amount is Euro 8.6 million. The reference for this Invitation for International Bid (IFIB) is IFIB-ACT-SACT-10-03 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. The work will be performed at HQ SACT in Norfolk, VA with extensive travel to Europe, the Middle East, and to non-NATO Troop Contributing Nations (TCNs). BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility, which is used to nominate a firm to the bidders list for a particular NATO ICB procurement. IMPORTANT DATES 1. Deadline for requesting a Declaration of Eligibility: 22 April 2010 (Please note that under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2. Earliest date that IFIB will be posted on website: 29 April 2010 The IFIB package will contain material at the level of NATO UNCLASSIFIED. Period of Performance: 01 January 2011 - 31 December 2011 with the possibility of four option years (2012, 2013, 2014, 2015)
