Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with MKS Instruments of Andover, Massachusetts, for the acquisition of a High Temperature Material Enclosure to be used by the Ceramics Division at NIST, Gaithersburg, Maryland. *****Sole source determination is based on the need to develop a high precision instrument to screen and determine the Seebeck coefficient and resistance of combinatorial thin films (films that have a composition gradient) and bulk samples with flat surfaces at high temperatures (room temperature to about 900 K). The following components are needed to be compatible to fulfill the objective: A box vacuum chamber, a mounting plate, a cap shape chamber, and two (2) water-cooled plates put inside the vacuum chambers and two (2) water feedthroughs.. The key characteristics are as follows: I. The custom box vacuum chamber, which is on the top of the apparatus, fitted with multiple electrical and instrument feedthroughs, connects the measurement equipment to components in a high temperature furnace located in the middle. The chamber will also include a custom hinged front door with a view port. II. A custom square mounting plate is designed to support the partial weight of the apparatus and also used as the vacuum seal surface. III. A cap-shape chamber, fitted with multiple electrical and instrument feedthroughs, is used to connect with a sample holder in the high temperature furnace. IV. Two (2) water-cooled plates, used to protect the items in the chamber from the high temperature furnace. One of them put inside the upper box chamber, while another one inside the cap-shape chamber. Two (2) water feedthrough with double 1/4” O.D. tubes, used to feed water to the two water-cooled plate inside the vacuum chamber. V. All the vacuum fitting and connectors to the vacuum pump, measurement and gas control system. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by March 12, 2010 will be considered by the Government.
