ATTACHMENT H-SECTION M of the Solicitation (Evaluation Factors for Award) ATTACHMENT F-PERFORMANCE RISK ASSESSMENT QUESTIONNAIRE ATTACHMENT E-PAST PERFORMANCE QUESTIONNAIRE ATTACHMENT D- PAST PERFORMANCE REFERENCE MATRIX ATTACHMENT C- MANPOWER UTILIZATION MATRIX ATTACHMENT B- AWARD FEE PLAN SF-33 Solicitation This solicitation notice is in reference to the Records Exchange Advice, Communication, and Technical Support (REACTS) contract. The Education Department (ED), Office of Migrant Education (OME) has a need for REACTS services to meet mission requirements in response to the No Child Left Behind (NCLB) Act, Section 1308(b). The contractor shall provide expert advice and consultation to States on the implementation of a Statewide records exchange program, communication tools to publicize the national records exchange program, and subject matter expertise to accomplish a variety of records exchange projects. Questions and requests for RFP clarification are due by 3:00 P.M. EDT on Friday March 19, 2010. The only acceptable method of submission is electronic submission to Steve.Gagnon@ed.gov. The Government will not provide any information concerning requests for clarifications in response to telephone calls, or other written or faxed queries from Offerors. The Government reserves the right not to provide an answer for any RFC received after the date stated above. The Government will provide responses to all questions no later than five workdays following date above. Answers will be posted to the Fedbizops website. All proposal package are due by 3:00 P.M EDT on Monday April 12, 2010. Please see Attachment G for full proposal instructions. This solicitation package includes ten attachments. The Government intends to award this contract on the basis of best value using Full and Open Competition. It is anticipated that the resulting contract will be a fixed price plus-award-fee (FPAF) contract awarded to a single provider on or about June 2010 with three (3) option years.
