- This is a synopsis/pre-solicitation notice for supplies prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia intends to solicit both reverse engineered proposals and enhanced design proposals for 501 K34 gas turbine blades and vane segments. The Government will evaluate both Reverse Engineered and Enhanced Design of 501 K34 turbine blades/vane segments offers on a best value basis. An offeror may submit an offer on either the Reverse Engineering basis or Enhanced Design basis, or on both. Offerors must clearly state if the proposal is to Reverse Engineer the existing turbine blades and vane segments or if the proposal is an Enhanced Design of the turbine blades and vane segments. If an offeror is to submit two proposals they must clearly state which proposal is for a Reversed Engineered product and which is for an Enhanced Design product. The Government plans to make one award, either based upon a Reverse Engineering or Enhanced Design basis, which represents the best value to the Government. Deliveries during the five (5) year ordering period are estimated as follows: BLADES AND VANES (Either Reverse Engineered or Enhanced Design) First Article - 1st Stage Turbine Vanes (1 Set)Within 6 months (183 days) of contract award.First Article - 1st Stage Turbine Blades(1 Set)Within 6 months (183 days) of contract award.First Article - 2nd Stage Turbine Blades (1 Set)Within 12 months (365 days) of contract award or within 6 months (183 days) of 1st stage Turbine Blades FAT acceptance. First Article - 2nd Stage Turbine Vanes (1 Set)Within 12 months (365 days) of contract award or within 6 months (183 days) of 1st stage Turbine Blades FAT acceptance.First Article - 3rd Stage Turbine Vanes (1 Set)Within 12 months (365 days) of contract award or within 6 months (183 days) of 1st stage Turbine Blades FAT acceptance.1st Stage Turbine Blades (76 Sets)Within 5 months (150 days) of issued DO. Estimated DO quantity is 15 sets per year.1st Stage Turbine Vanes (76 Sets) Within 5 months (150 days) of issued DO. Estimated DO quantity is 10 sets per year.Technical Data (1 LOT NSP***) NOTE: Compliance to OEM parts in form, fit and function is required if offeror chooses to submit enhanced design improvements. Any additional specifications for the hardware items will be listed in the solicitation. NSWCCD Philadelphia will solicit this procurement on an unrestricted basis due to the unique nature of the items being procured. The resultant basic award will be a Large Firm Fixed Price (FFP) Indefinite Quantity Indefinite Delivery (IDIQ) contract based upon First Article Testing and Production Lot Testing requirements, with a total ordering period of 60 months. The NAICS Code for this procurement is 333611 with a size standard of 1000 employees. This announcement does not constitute a solicitation. Notice regarding Pre-Proposal Conference for 501 K34 Turbine Section Blades and Vane Segments Solicitation N65540-10-R-0007. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia would like to take this opportunity to invite interested vendors to a Pre-Proposal Conference for the 501 K34 Turbine Blades and Vane Segments Solicitation on Tuesday, April 13, 2010 in Philadelphia, PA at NSWCCD Philadelphia Naval Business Center (PNBC) Bldg 4 Auditorium, 0900-1200 Eastern Standard Time (EST) hosted by the Surface Combatant Gas Turbine Engineering Branch. Attendance is limited to two attendees per company. Due to time restrictions only US Citizens may attend this conference. Registration is mandatory. Registration for the event will be closed at 1600 EST on Monday, April 5, 2010 or when capacity has been reached.
