- Description
- Site Visit Reservation Form Biomass Energy Plant Synopsis Dyess AFB (DAFB), Texas will host an Industry Day on 25 March 2010 at 9:00 am. All interested parties are asked to complete and return attached site visit reservation form to the 7th Contracting Squadron. All interested parties should arrive at the DAFB Visitors Center (Main Gate) to obtain a base pass NLT 8:00 am on 25 March 2010. Meeting will be conducted at the 7th Contracting Squadron conference room followed by a driving tour of the proposed location. Project calls for a utility contract (Power Purchase Agreement) for renewable energy (electricity) from a biomass energy plant. This plant will be contractor funded, designed, constructed, operated and maintained on DAFB under a utility service contract pursuant to FAR Part 41. The facility will be fueled from municipal solid waste and/or biomass that meet the requirements of The Energy Policy Act of 2005, section 203 (b)(1). The minimum size plant contemplated is 2 MW with a maximum determined by the offeror as a business decision. The objective of DAFB is to procure the renewable energy generated from the Plant at life cycle cost over an anticipated 20-25 year period. The expectation is that DAFB would pay lower costs than it does under its current pricing structure. The contractor may sell the Renewable Energy Credits (RECs) to a third party. The successful offeror's proposal will become part of the contract upon award. Award will be made to the lowest-price technically acceptable offer. In this context, price refers to the present value total estimated electricity costs over the life of the lease. The Air Force reserves the right not to make an award. The current DAFBs energy profile includes a base load of approximately 4 MW and a summertime peak load of approximately 13 MW. DAFB currently consumes approximately 65 million kWh per year. The applicable North American Industry Classification System (NAICS) code is 237130, Power and Communication Line and Related Structures Construction. The solicitation will be issued electronically on or about 15 April 2010 via the Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov/. Paper copies will not be available. It is the responsibility of all interested parties to review the FBO website frequently for updates/amendments to any and all documents for the solicitation. All prospective offerors interested in submitting a proposal must be registered in the Central Contractors Registration (CCR) (www.ccr.gov) in order to be eligible for an award. The closing date, time for submission of offeror's, and site visit information will be contained in the solicitation package.
