- RECOVERY ACT PROCUREMENT. THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. This project will be funded through the American Recovery and Reinvestment Act 2009. It will take place at the U.S. Courthouse at 131 East 4th Street in Davenport, IA. The procurement was under the CMc IDIQ Multiple Award Task Order Construction Contract CMc IDIQ contract for the geographic area for the State of Iowa (Excluding the cities of Council Bluffs and Sioux City, IA). The Federal Service Code is Z111. The North American Industrial Classification Code is 236220 (Commercial and Institutional Building Construction) and the size standard is $33.5 Million. The U.S. Courthouse in Davenport was built in 1932-1933 and is a Tier One (1) asset of GSA Region 6. This building originally functioned as the U.S. Courthouse and Post Office. Stemming from the completion of a prospectus project in 2005, it was converted into a U.S. Courthouse solely occupied by the 8 th District Court of Southern Iowa. The building occupies roughly 74,400 GSF. In 2007, EMC Engineers prepared a scope of work (EMC #1C10649-000). This project will be performed in conformance with this re-commissioning scope of work. The re-commissioning calls for the HVAC system to be replaced and that the HVAC system components to be revised. This building is still producing revenue and housing satisfied tenants. In order to maintain this satisfaction and extend the life and performance of this building, this project should be completed. The goal of this project is to reduce energy demand, reduce operation and maintenance costs, improve building system control and occupant comfort. As options, the following items will be included in the scope of work: Option 1 - Provide actual Construction Phase Services. Option 2 - Provide and install revisions to the existing chilled water piping and distribution system. It will be modified to a variable primary flow system, including revising the existing piping, adding additional controls and adding a VFD to the existing chilled water distribution pumps. Option 3 - Provide and install card readers to six existing doors, including any door hardware modifications, conduit and wiring. On February 17, 2009, the President signed Public Law 111-5, the American Recovery and Reinvestment Act of 2009 (ARRA). This project is part of the American Recovery and Reinvestment Act of 2009. This Project will adhere to the Federal Government's mission of creating jobs, placing people back to work stimulating the economy and transforming Federal buildings into high performance green buildings. With this project, actions will be taken to decrease energy consumption and decrease the carbon footprint of Federal buildings through energy conservation efforts.
