- This is a NOTICE OF INTENT to award on a sole source basis using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following item in support of the National Security Test program with the Department of Homeland Security, Transportation Security Lab, Global War on Terrorism. CLIN 0001 (Specialized Test) pressurizable aircraft fuselage. Aircraft Section N-Number N322AW, S/N 25400 Boeing 737-300. Section needs to include: Cockpit to aft of pressure bulkhead. All windows and doors must be included. All passenger compartment interior and seats must be included. All cargo compartments must be intact to include fire suppression system. The cargo bay areas are mission essential and must remain in the original form. Aircraft sections will have all passenger interiors/doors and all cargo bay components. No wings, tail, landing gear or avionics are required. Competition was attempted under W91ZLK-10-T-0015. No fair and reasonable offer was received that met the governments requirements. The Government intends to award a Firm-Fixed Price Purchase Order to Total Aerospace Services 4100 NW 10th Avenue, Suite 102, Oakland Park, FL 33309. Total Aerospace Services is the only known source who can provide a (Specialized Test) pressurizable aircraft fuselage. Aircraft Section N-Number N322AW, S/N 25400 Boeing 737-300. Aircraft Section N-Number N322AW, S/N 25400 Boeing 737-300 which meets the testing criteria for the National Security Test program with the Department of Homeland Security. This testing material needs to be place no later than April 5, 2010. The associated North America Industry Classification System (NAICS) Code is 423860 and the Business Size Standard is 100. All responses received within 10 days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this sole source action based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 11:00 AM Eastern Time, March 15, 2010. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
