- Small Business Sources Sought: This is a sources sought announcement only seeking small business responses in order to determine small business participation in this acquisition. The Mission and Installation Contracting Command Center-Fort Eustis (MICCC-EU) is seeking information from small business sources that can provide expertise and services to support the U.S. Army Transportation Center, Directorate of Information Management (DOIM), at Ft Eustis, VA. Contractors shall provide all management, personnel, off site supervision, and any other items necessary to perform all information technical services in support of the DOIM mission. The DOIM operates within a variety of information technology environments to support their information management objectives. In order to provide planning oversight, management, and maintenance to the customer base assistance is required. The purpose of this contract is for the DOIM to provide Command, Control, Communications, Computers, and Information Management (C4IM) baseline, above baseline, and mission services at these locations: Fort Eustis, Fort Story, Fort Monroe, and 720 Thimble Shoals Blvd, Suite 130, Newport News, VA 23606. In order to provide these services, automation support services for hardware, software, communications, and networks are required. The Government has not determined the contract type or whether the requirement will be single or multiple award. The Period of Performance shall be no more the 5 years (Phase-In Period (30-days), Base period (11 months), and four option years). Below is a summary of the tasks required: a. NETWORK MANAGEMENT - (1) The contractor shall have knowledge and experience with installing, managing/maintaining and troubleshooting data network systems; including Asynchronous Transfer Mode (ATM), Gigabit Ethernet (GigE), switching, hubs, routing, protocols and LAN Emulation (LANE), as required. (2) The contractor is responsible for providing technical expertise to maintain contracted levels of system availability. This applies to the basic network/components and all subsequent phases/additions implemented. (3) The contractor shall provide technical expertise to accomplish surveys, analysis, evaluations and resolutions pertaining to the performance and functionality of the backbone infrastructure. The contractor shall provide the following: rapid detection/resolution of failures/component errors, network/system operation, routine network software/hardware installation/replacement, network database backup/restore, audit trail and ID/password administration, component and system failures, performance of first echelon maintenance, to include updating user profiles and power off procedures to protect the system during emergency situations. (4) The contractor shall maintain configuration management in the implementation of software upgrades. Contractor shall provide technical expertise and support in establishing a plan/Standing Operating Procedure (SOP) for specific Operation and Maintenance (O&M) routines, training, qualification requirements, improved O&M method suggestions, procedures and conventions. (5) The contractor shall provide program management support including information management, equipment research support and management services. (6) The contractor shall provide technical support, operational services, and engineering support in the areas of systems software. (7) The contractor shall perform network administration/oversight to include: server configuration/management, communication Device (Hubs/Routers/etc) configuration/management, periodic network maintenance routines, evaluate new system regulations, methods and techniques, guidance on the planning, development and implementation of new systems and procedures for operation in a worldwide user community, application of technical knowledge of information systems to determine needs of users, operation practices, message handling techniques and specialized communications knowledge, plan, design, modify, develop and monitor agency systems and networks and assistance with the development of procedures, processes and policies governing the use of systems and networks. (8) Contractor shall be given accounts on the Remedy Action Request System (RARS) portion of assigned responsibility for the job. The contractor shall input all relevant work request data within the RARS. The contractor shall coordinate as necessary with the customer to resolve the requested work. Contract personnel assigned to Network Management are required to have a SECRET clearance. b. SYSTEMS ADMINISTRATION - (1) The contractor shall perform system management responsibilities to include remote and onsite monitoring of system workloads, system hardware component installation, configuration and operation of Microsoft Active Directory Exchange along with all previous versions of Exchange. The contractor shall manage network server memory usage and disk storage to include maintenance of hard disk space allocation. The contractor shall provide and implement recommendations on system changes and operational procedures needed to increase efficiency. The contractor shall manage network client accounts to include establishment and disestablishment of systems and mail accounts. The contractor shall plan for and accomplish continuity of operations (disaster recovery) to include remote and on-site system backup and restoring damaged/lost files and data. The contractor shall administer network security to include system access control, anti-virus protection, and remote system patching and general system maintenance. (2) Contract personnel shall be proficient with hardware such as servers, Network Attached Storage (NAS), Storage Area Networks (SANs), Microsoft operating systems such as Windows 2003 Advanced Server, Windows XP, and Vista; and Microsoft Server applications such as SQL Server, SharePoint Server, and Exchange Server. They shall be able to diagnose and correct operating system and server application problems; build new systems by installing the Army Gold Master (AGM) approved operating system, server applications, and required security patches; and identify and install required drivers. (3) Contract personnel shall be proficient with the monitoring and configuring of servers to ensure peak performance. They shall be proficient with tape backup and other backup solutions. (4) Contract personnel shall be proficient with Active Directory and Group Policy. They shall be able to establish, maintain, modify, and administer system and user accounts in Active Directory. They shall be able to establish, maintain, modify, and administer group policy in Active Directory. They shall be able to troubleshoot and correct system problems caused by Group Policies. (5) Contract personnel shall be able to specify, estimate, and recommend the hardware required to support the intended server use. They shall be able to assemble and configure new hardware, diagnose and correct hardware problems, perform upgrades, and install new or replacement hardware. Contract personnel assigned to Systems Administration are required to have a SECRET clearance. c. HELP DESK SERVICES - (1) The contractor shall operate the Help Desk with Tier II and Tier III systems support, to include providing on-site services for walk-in inquiries. The Help Desk shall serve as the primary POC for customers to report problems, ask questions, and make service requests related to Information Technology. Customers will submit work requests to the RARS. The Service Desk will serve as the centralized point of delivery and pick up by customers. (2) The contractor shall provide problem resolution services in the areas of equipment maintenance, software and network infrastructure including remote access necessary to provide state-of-the-art performance that may include hardware and software installation and upgrades, troubleshooting, system configuration, and design and maintenance of databases. (3) The contractor shall be the Local Area Network (LAN) administrator for information technology and shall provide support for end users by installing hardware/software upgrades; providing general troubleshooting and problem solving, creating, implementing and documenting data backup and other functions to provide for an effective LAN. The contractor shall be proficient with hardware such as personal computers (PCs), printers, scanners, plotters, modems, card readers, PDAs, and other peripherals. They shall be able to diagnose and correct hardware problems, perform upgrades, and install new or replacement hardware. Currently, the LAN consists of a Windows 2003 network operating on a Dell Power Edge system. (4) Contract personnel shall be proficient with Microsoft operating systems such as Windows XP and Vista. They shall be able to diagnose and correct operating system problems; build new systems by installing the Army Gold Master (AGM) approved operating system, baseline software applications, and required security patches; install encryption systems used to protect the data of portable systems such as laptops; and identify and install required drivers. (5) Contract personnel shall be proficient with desktop software included in AGM builds. This software includes, but is not limited to, Microsoft Office Professional, Microsoft Outlook, Adobe Acrobat Reader, ApproveIt, PureEdge Viewer, WinZip, Tumbleweed Desktop Validator, and Active Client. They shall be able to install the software and to diagnose and correct software problems IAW C4IM standards. (6) Contract personnel assigned to the Help Desk Services shall have sufficient knowledge of Active Directory, Group Policies, and Networks such that they can add systems or users, reset passwords, diagnose login problems, and identify the source of a problem as a group policy or network. (7) Contract personnel shall be proficient with scanning software such as Retina and STAT, and desktop support tools such as Scriptlogic and Desktop Authority. (8) Training positions may be established in Help Desk Services, at the sole discretion of the DOIM, for personnel that do not fully qualify for positions due to a lack of experience, knowledge, or training; but are recommended by the contractor for a training position. (9) The contractor shall provide support for trouble calls relating to DOIM network system and personal computers. Respond to trouble calls, evaluate and analyze network, hardware and software. Provides and implements a solution that returns equipment to a fully operational state. (10) The contractor shall perform analytical, evaluation, management, and maintenance duties related to local network system components and personal computers (PC), software, peripherals and functionality of automated data processing and communications equipment. Provides and implements solutions to reported and discerned problems reported on this and related equipment/networks. (11) The contractor shall perform network management responsibilities to include on-sight monitoring of systems workloads, system hardware component installation, configuration and operation. The contractor shall manage network client accounts to include establishment and disestablishment of system and mail accounts. Contract personnel assigned to Help Desk Services are required to have a SECRET clearance. d. TELECOMMUNICATIONS SERVICES - (1) Contract personnel assigned to Telecommunications Services receive tasks from the RARS, directly from the DOIM managers, or from contractor personnel in other areas. The contractor personnel assigned to Telecommunications Services shall create a RARS ticket for any work received directly from a manager or other contract personnel by the first business day after the work is received. Contract personnel assigned to Telecommunications Services shall interact with co-workers, DOIM, DPW employees, vendors, the Telephone Operations Division Chief and his/her appointed representatives to obtain and disseminate information, advise on projects, coordinate activities, complete projects within time and budget constraints, and provide assistance. (2) The contractor shall have the ability to analyze information and draw valid conclusions, develop and maintain interpersonal relations, research and conduct studies to identify the most appropriate course of action, perform mathematical procedures including algebra, calculus, and logarithms, read and understand written technical materials, perform detailed work with a high degree of accuracy, learn new techniques and apply them to work assignments, and manage human and material resources. Contract personnel assigned to Telecommunications Services are required to have SECRET clearance. e. INFORMATION ASSURANCE - The objective of Information Assurance (IA) function is to address the security of information and computing resources at all organizational levels. The functional area tasks will provide advice, studies, analysis, design and operational implementation resources support for information technology systems security. Examples of the type of tasks to be done include, but are not limited to: disaster recovery, continuity of operations, and contingency planning; computer security awareness training; computer security incident response; network security scanning, virus and intrusion detection, elimination, and prevention; penetration testing and protection consulting; catastrophic protection programs and drills support; computer security plan preparation; certification and accreditation of sensitive systems; quantitative risk analysis of large sensitive systems; security for small systems, telecommunications, and client servers; privacy issues, policies, practices and solutions; internet, intranet, systems and firewalls analysis; protections analysis and development/vulnerability analysis; and management decision support for security. (1) Contract personnel assigned to IA receive tasks from the RARS, directly from the DOIM managers, or from contract personnel in other areas. The contract personnel assigned to IA shall create a RARS ticket for any work received directly from a manager or other contract personnel by the first business day after the work is received. (2) The contractor shall maintain documentation and reference libraries on all DOIM or mission supported automation systems and networks. The contractor shall keep those libraries current by posting all new documentation releases. (3) All contractors assigned as Information Assurance or Network Operations must successfully complete an IA security training certification course of instruction equivalent to the duties assigned to them. Contractors must also be certified in accordance with the DOD baseline requirements of DODD 8570.1 and AR 25-2. Contractors with privileged access must sign a privileged level user agreement. Certification training must be reported on the Compliance Reporting Database. Only contract personnel possessing and maintaining a valid TOP SECRET clearance are qualified for a position in Communication Security (COMSEC). With the exception of COMSEC personnel, contract personnel assigned to IA are required to have a SECRET clearance. f. SOFTWARE DEVELOPER - The contractor shall code, test and troubleshoot programs utilizing the appropriate hardware, database, and programming technology. Contractor shall maintain and modify programs; make approved changes by amending flow charts, develop detailed programming logic and coding changes. Position requires advanced technical knowledge in all areas of applications programming, system design, update, storage, and retrieval methods. Contractor shall have a complete understanding of Visual basic, C Sharp, C++, Pearl, Java Script, PHP,.Net, Silverlite, and Structured Query Language (SQL), ASP, and HTML. Contractor shall maintain confidentiality with regard to the information being processed, stored or accessed. Document programming problems and resolutions for future reference. Analyze performance of programs and take action to correct deficiencies based on consultation with users and approval of supervisor. This position requires a SECRET clearance. g. WEBMASTER - The contractor shall perform analytical, evaluation, management, and maintenance duties related to the Web servers. Create, modify, delete and manipulate graphic buttons, banners and web site pages. Use Microsoft FrontPage and Sharepoint software to author Web pages. Program the web site content utilizing HTML code files. The contractor shall serve as Web technician utilizing skills in video streaming technology. Create links between web page forms and databases. Generate scripting language to create popup windows, warning banners and web logon/authentication screens. Gather and analyze information to be utilized in the formation of the total web site. Manage web server memory/disk storage to include maintenance of hard disk space allocation. Provide/implementation recommendations on system changes and operational procedures needed to increase efficiency. Use graphic artist skills to enhance the Web pages aesthetic appeal. This position requires a SECRET clearance. Note: Some Network and System Administration staff will require a Top Secret (TS)/Sensitive Compartmented Information (SCI) clearance when working on network and server equipment that operate at the TS/SCI level. All positions are considered mission essential. h. ON-CALL SERVICE - (1) An IT Help Desk Service contract employee is required to be on-call, via a government provided cell phone, to resolve problems for authorized customers that may occur outside the standard hours of operation. (2) The on-call contract employee will be provided with a government furnished laptop to use in the performance of providing this service. (3) The contractor shall provide the on-call contract employee with the authority and information required to contact other contract personnel to assist in the resolution of a difficult problem that may be outside the area of expertise of the on-call contract employee. (4) Coverage in the System Administration and Network Management shall be available to respond to after hour calls. j. SPECIAL TASKS - SYSTEM ADMINISTRATOR LEVEL V - The contractor shall be able to analyze, design, configure, and troubleshoot systems. Additional Tasks: planning, implementing, maintaining and supporting information systems with the Windows operating system to include Active Directory along with all other versions of mail Exchange. The contractor shall be able to support Microsoft Windows and Microsoft Exchange Server; Domain Name Server, Defense Message System (DMS), and World Wide Web Servers. Contractor personnel shall work independently to quickly and completely solve problems and may lead and direct the work of others. LEVEL IV - The contractor shall be able to analyze, design, configure, and troubleshoot systems. Additional Tasks: planning, implementing, maintaining and supporting information systems with the Windows operating system to include Active Directory along with all other versions of mail Exchange. The contractor shall be able to support Microsoft Windows operating systems and Microsoft Exchange Server; Domain Name Server, Defense Message System (DMS) and World Wide Web Servers. LEVEL III - The contractor shall be able to design, configure, and troubleshoot Microsoft system problems relating to the Microsoft network environment, i.e., Network Protocol (Router, Simple Mail Transfer Protocol (SMPT), TCP/IP, IPX), Microsoft Mail, Microsoft Windows operating systems to include Active Directory along with all other versions of mail Exchange, and server Architecture, Internetworking with Microsoft TCP/IP, Microsoft Exchange Server, Domain Name Server, and Defense Message System (DMS). Additional Tasks: managing and issuing passwords, establishing user and group accounts, and recommending and establishing file permission attributes. NETWORK MANAGEMENT LEVEL V - The contractor shall perform network management responsibilities to include remote and onsite monitoring of system workloads, system hardware component installation, configuration and operation. The contractor shall provide and implement recommendations on system changes and operational procedures needed to increase efficiency. TIER THREE HELP DESK COMPUTER EQUIPMENT SPECIALIST, LEVEL III - The contractor shall be able to install networks, exercise network security to include determining network security requirements, establish security protocols and procedures, and maintain the network at the prescribed level of security. The contractor shall be working in the Microsoft Windows environment to include Active Directory along with all other versions of mail Exchange. The contractor shall have comprehensive knowledge of Microsoft Windows Server, Windows operating systems, Exchange Mail and Local Area. The contractor shall have extensive knowledge of employers microcomputer equipment, software and related communication devices as well as a thorough understanding of the interrelationship between networking devices. Required to implement and troubleshoot all related equipment and software. COMPUTER EQUIPMENT SPECIALIST, LEVEL II - The contractor shall have comprehensive knowledge of Microsoft Windows Server, Windows operating systems, Exchange Mail and Local Area Networks. The contractor shall have extensive knowledge of employer's microcomputer equipment, software, and related communication devices to include network devices, required to implement and troubleshoot all related equipment and software. COMPUTER EQUIPMENT SPECIALIST, LEVEL I - The contractor shall have the ability to provide technical assistance and training to system users: knowledge of systems operating software and environments. The contractor shall also have knowledge of microcomputer equipment and software. Troubleshoot wide area networks. The contractor shall have knowledge of network devices such as hubs, switches, routers, CSUs/DSUs, etc. Note: All of the above Special Task positions require a SECRET clearance and are considered mission essential. This is a recompete of an existing IDIQ contract supporting the DOIM. The current IDIQ expires in Sep 2011. Incumbent is Bowhead Information Technology Services. The designated NAICS Code is 541513, Computer Facilities Management Services, size standard is $25.0M. No decision has yet been made regarding the small business strategy for this contract. Small business is advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. Small businesses wishing to influence the Contracting Officer's decision regarding small business set-asides are urged to respond to this announcement. Your brief capabilities statement package (no more than 15 pages, single spaced, 11 minimum font size) demonstrating ability to perform the services listed above. A generic capability statement is not acceptable. Please review carefully the requirements listed below. This documentation must address, at a minimum, the following: (1)company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status; (2)capability of providing a team composition that can support the entire scope of this contract effort with sufficient depth to perform tasks of varying complexity while performing at least 50 percent of the work; (3)capability of providing qualified and experienced personnel at appropriate security levels; (4)prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the services described herein; and (5)companys ability to begin performance upon contract award.
