- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), to negotiate/award a purchase order to Geospiza, Inc.to provide 26-account GeneSifter software license package. GeneSifter software is made by Geospiza Inc. It is used to analyze and manage microarray data. The GeneSifter Lab Edition provides a broad range of statistical and biological tools in a convenient online system that helps scientists efficiently reveal the biological relevance of their microarray data. The GeneSifter Analysis Edition Account provides: • Each Active User Account (permitting up to two concurrent users to access the account at any time and from any Internet connected computers); Full access to GeneSifter technical and scientific support; All GeneSifter software updates; Data storage sufficient for 1,000 data sets; Daily data back-up; • Secure, anytime/anywhere web-based access with username and password; The One-Click Gene Summary(tm), merging the latest annotation from 11 sources with continuous and automatic updating; Comprehensive reports that aid in understanding biological relevance; Web-based collaboration to view and share findings worldwide; and • Unparalleled ease of use, which facilitates meaningful conclusions right away with minimal or no software training needed. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541519 and the Size Standard is $25 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
