- Update March 5, 2010: Site visit date has been changed from March 16, 2010 to March 23, 2010 at 10:00 a.m., Pacific Time. Participants will meet at the south shore visitors center. Foreign Nationals must request security clearance immediately in order to be allowed to attend site visit. Solicitation is expected to be issued by March 15, 2010. Update Feb 17, 2009: Description of work has been modified. Government will disassemble and reassemble generator. Site visit date has been changed to (see March 5th update above.) Foreign Nationals must request security clearance immediately in order to be allowed to attend site visit. See narrative below, which incorporates all changes to the original announcement. Construction Project: The Contractor shall provide all labor, materials, incidentals and equipment to install one (1) complete Government-furnished stator winding on Main Unit 3 at the Lower Granite Powerhouse. Main Unit 3 is a Westinghouse generator rated at 142,105 kVA, 0.95 pf. A failure occurred on the C phase of the stator winding in February 2010. The Government will disassemble and reassemble the unit. There will be a separate asbestos abatement contract. The work items include: providing technical guidance for existing winding removal, electrical testing, stator core inspection, stator core minor repair and cleaning, installation of new winding, painting, and commissioning support. Work also shall include furnishing of new shaft sleeve and thrust bearing oil cooler assembly. This work also includes some optional electrical and mechanical work items that may or may not have to be performed. The Contracting Officer will make the determination on an item by item basis as to whether or not to exercise optional work items. Optional work items include: additional testing of components, refurbishment of rotor poles, restacking the stator core, refurbishing wicket gate servomotors, refurbishing thrust bearing components, and turbine and generator guide bearings repair. The period of performance of the work will be from 1 July 2010 to 31 December 2010. Lower Granite Lock and Dam is located on the Snake River approximately 35 miles downstream from Clarkston, Washington. The work will be performed in the Lower Granite powerhouse. A site visit will be offered on March 16, 2010. See solicitation for details about the site visit. Important notice regarding Access for Foreign Nationals: Security clearance for foreign nationals to attend the site visit takes approximately 4 weeks. Please contact the Emergency Management Office/District Security Office at 509/527-7362, Security Office email address: David.W.Raappana@usace.army.mil to request clearance. Foreign nationals must receive clearance prior to being granted access to the project site. Solicitation No. W912EF-10-R-0014 will be posted to the FBO website on or about March 15, 2010. Proposals will be due no sooner than 30 calendar days after actual solicitation issuance date.
