Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is being issued under the Simplified Acquisition Procedures as a Request for Quotation (RFQ) VA-255-10-RQ-0238. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This government contemplates a firm fixed price contract as a Base year with (4) one year option periods for this procurement. Procurement of this Service is as a Service Disabled Veteran Owned Small Business Set Aside. Far Part 19.10 Small Business Competitiveness Demonstration Program applies to this procurement. The solicitation and document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC 2005-38), Effective 1 February 2010. The North American Industry Classification System (NAICS) is 561612 with a size standard of 18.5 million dollars. All prospective offers must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.html, and Vendor Information Pages (VIP) database at the Center for Veterans Enterprise Web Portal (VetBiz) http://www.vetbiz.gov. The award will be made to the low priced offeror deemed acceptable. The quotation shall consist of 1 Contract Line Item Numbers (CLIN) 0001. (See Attached) 1. Unit of Issue: Job Description (See Statement of Work). 2. SERVICES TO BE PROVIDED. The contractor shall provide management, supervision, personnel, back-up staff replacement staffing, equipment and supplies (except those items of equipment and supplies identified as provided by the Government) necessary to provide unarmed, uniformed guard services as described herein. As a Non-Personal Services contract, these personnel are not to be considered VA Employees for any purpose. Contractor retains all control over personnel and responsibility for direct supervision. Contract personnel may not supervise VA Staff, but may provide direction and instruction as required by duties. Daily activity is monitored and managed by the VA Police Watch Commander on duty or designated OIC. Contractor must maintain office(s) within a 50 mile radius of Kansas City, Missouri. 3. Site Visit Date: 16 March 2010 Time: 1000-1200 Location: 3530 Chelsea Drive, Kansas City MO 64128 (Church Parking Lot West of the KCVA off of 35th street). This solicitation is being issued as a Request for Quotation (RFQ) return receipt by mail ie Fed Ex, UPS or US Mail no later than March 26, 2010 at 11:00 a.m. Central Standard Time (CST).
