- TAS::12 1073::TAS --------------------------------------------------------------------------- ------ SYNOPSIS OF PROPOSED CONTRACT ACTION ------ --------------------------------------------------------------------------- TITLE: RECOVERY, ARCHITECT AND ENGINEERING (A&E) SERVICES FOR FLOOD PLAIN EASEMENT (FPE) RESTORATION IN SOUTHEAST MISSOURI GENERAL DESCRIPTION: Professional A&E services for FPE restoration design and construction management support in Pemiscot County, Missouri * This Federal Business Opportunities (FBO) Government-wide Point of Entry (GPE) posting is a Synopsis of Proposed Contract Action which is being released to specifically announce the use of Recovery Act funding. This acquisition will be conducted in accordance with FAR Subpart 36.6 (Architect-Engineer Services) and those procedures described therein shall apply. The prospective award (task order) shall be issued against an existing Multiple Award Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for A&E services that was executed by the Natural Resources Conservation Service (NRCS) National Headquarters (NHQ) in Washington D.C.; this acquisition shall be considered an order placed under FAR Subpart 16.5. This Synopsis does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), Invitation for Bid (IFB) or request for a Standard Form (SF) 330 nor does it restrict the Government to a final acquisition approach. SPECIAL NOTE 1: In accordance with FAR 5.202(a)(6), this requirement is exempt from posting a Synopsis of Proposed Contract Action as prescribed by FAR Subpart 5.2. SPECIAL NOTE 2: This prospective task order shall be considered a within scope contract action placed in accordance with Basic Contract Number AG-3A75-C-09-0023, AG-3A75-C-09-0022, AG-3A75-C-09-0021, AG-3A75-C-09-0020, AG-3A75-C-09-0019 or AG-3A75-C-09-0018. NRCS NHQ followed the A&E acquisition procedures identified at FAR 36.6 and established Indefinite Delivery contracts with six firms which could satisfy agency requirements or needs. As a result, local selection procedures among those six firms shall be performed pursuant to FAR 36.602 and negotiation shall occur with the most preferred firm pursuant to FAR 36.606. SPECIAL NOTE 3: This requirement is being sponsored by the American Recovery and Reinvestment Act (ARRA). As a result, special contract clauses and additional reporting procedures shall apply to the final task order.
