Description
THIS PUBLICATION CONSTITUTES A REQUEST FOR INFORMATION (RFI) AND NO FORMAL REQUEST FOR PROPOSALS (RFP), SOLICITATION, AND/OR ADDITIONAL INFORMATION REGARDING THIS REQUEST WILL BE ISSUED. THE NAVAL RESEARCH LABORATORY (NRL) WILL NOT ISSUE PAPER COPIES OF THIS REQUEST. THE RESPONSES TO THIS RFI WILL BE CONSIDERED IN THE PLANNING AND DEFINITION OF TECHNOLOGY INSERTION PROGRAMS. THIS IS NOT A COMMITMENT TO FUND ANY EFFORT SUBMITTED IN RESPONSE TO THIS REQUEST. THE GOVERNMENT WILL NOT REIMBURSE ANY COSTS ASSOCIATED WITH THE DEVELOPMENT AND SUBMISSION OF MATERIALS IN RESPONSE TO THIS REQUEST. This Sources Sought Announcement issued by NRL solicits industry and academic sources to express their capability to provide new technology capabilities that can augment/enhance current optical inspection systems for use in seawater, fuel/seawater compensated ballast tanks and fuel only tanks aboard U.S. Navy ships. As discussed in more detail below, NRL seeks both technology development and materials enhancement to increase current Navy optical inspection technique capability with particular focus to develop a "fuel certified" system. These systems are expected to see fleet wide surface ship utilization and incorporation into Navy maintenance planning and condition assessment procedures for structural and coatings performance. The currently developed Navy Insertable Stalk Inspection Systems (ISIS) and the Corrosion Detection Algorithm (CDA) are used to quantitatively assess seawater ballast tank coating condition and provide a trend analysis for maintenance planning. The ISIS system utilizes a video camera with an 18:1 optical zoom with a 1 lux sensitivity. The system currently utilizes two 35 Watt, 12 Volt halogen lamps with a 30 degree angular illumination. To change the direction of field of view, the system uses motorized pan and tilt controls. The camera, pan and tilt controls and the system lighting are controlled via an external portable computer via serial communication. In operation, the camera assembly and stalk are inserted into the tank, and secured to the ballast tank hatch; insertion depth is controlled by varying the pole length. Further, ISIS allows for repeatable follow-up inspection capability under computer control without the requirement for manned entry into the seawater tank. The computerized system takes a series of images (15 - 50) for subsequent analysis and assessment. The CDA provides a sophisticated assessment algorithm for determining coating damage and condition assessment. The current ISIS system is backpackable, portable and is powered by 120VAC. For this sources sought, contractors and vendors are encouraged to consider the following technology that can enhance the capability of the present ISIS technology for use in computerized tank inspection and specifically for use in intrinsically fuel safe operations: 1) fuel safe operation capabilities, including related intrinsically safe, explosion proof, purged/pressurized systems: enclosures, materials, cabling, connectors and associated components; 2) advanced Charge Coupled Diode (CCD) cameras/optical systems having at least a 10:1 integrated optical zoom capability, improved light sensitivity, ability to be controlled by an external PC and the ability to withstand industrial use; 3) small, high-output lighting systems having low input energy requirements and minimal heat generation; and 4) advanced pan and tilt drivers and motors. Key factors for selection of new technology include: ability for fuel safe equipment development/certification, lightweight components, compactness, low energy and systems integration. Submissions To minimize costs to potential contractors in responding to the subject announcement, each contractor is encouraged to submit an initial White Paper of no more than five (5) pages in length for the technology offered. A single source may submit multiple White Papers. White Papers may be submitted via e-mail to the Points of Contact Listed below. Alternatively hard copies (1 original + 2 copies) may be mailed to the Points of Contact. All White Papers must be received by the requested due date. Sources are encouraged to present optical inspection systems in one of three areas: 1) intrinsically safe containment, 2) camera/lighting, and 3) mechanical translation. The White Paper should (a) outline the proposed improvement/product, (b) present a rationale for use in ISIS systems, (c) provide a rough order of magnitude of the cost, and (d) performance specifications and requirements. In addition to complete product information/specification, each Source should also provide a two (2) page maximum resume or curriculum vitae for the Principal Investigator. The Navy requests that White Papers be provided no later than 1:00 p.m. Eastern on 15 April 2010 with evaluation of products and Laboratory consideration on initial trial products by August 2010. Responses received after that time will not be reviewed. Information may be submitted via email, FEDEX, or UPS. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to Government agencies in the ZIP Code ranges 202 through 205.
