Description
The U.S. Nuclear Regulatory Commission (NRC) intends to issue a Request for Proposal (RFP) for a full and open competition for the project entitled "Improvement of the Accuracy of the Beta Dose Calculations in VARSKIN 3.1 Computer Code." The objective of this contract is to customize the computer code VARSKIN 3 and NUREG/CR-6918 for the U.S. Nuclear Regulatory Commission. The current version of VARSKIN 3 does not accurately predict beta dose from some radionuclides for iron slab and iron sphere. The accuracy of the code is decreasing with skin depth. In order to address the above issues, NRC seeks to replace the current beta model in VARSKIN 3 to give the code the ability to accurately model beta dosimetry resulting from contamination on the skin or on protective clothing covering the skin. The secondary objective is to further develop and expand the code's functionality and usefulness to address foreseeable user needs after the contract has been completed. The proposed contract will be for a 19 month period of performance. The RFP will be available on or about March 22, 2010 and the closing date for proposals will be on or about April, 21, 2010. The solicitation will be available solely through the FedBizOpps website at http://www.fedbizopps.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through the FedBizOpps website. The FedBizOpps website provides downloading instructions. The solicitation document and its related documents, as appropriate, will be posted at this website. Therefore, interested parties are requested not to send letters, e-mails or faxes requesting copies of the RFP. Accordingly, telephone, mail, e-mail or fax requests will not be honored. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information regarding this acquisition. The Government will not reimburse interested parties for any costs associated with responding to this solicitation. The size standard for this acquisition is an average of $4.5 million over the past three years, as set forth under NAICS code 541330. Proposals for this requirement may be submitted by all concerns, i.e., large businesses, small business, and small businesses owned and controlled by socially and economically disadvantaged individuals. The NRC encourages teaming arrangements utilizing FedBizOpps' Interested Vendors List (IVL) system, which will be enabled after the solicitation is issued.
