Description
The Marine Corps Systems Command, 2200 Lester St, Quantico, VA, 22134-5010, intends to issue an 18 month extension, valued at $66,854,000.00, from 30 September 2010 until 31 March 2012 to General Dynamics C4 Systems (GDC4S), 8201 East McDowell Road, Scottsdale, AZ 85252-1417 under current terms and conditions of the contract M67854-02-C-2052, Combat Operation Center (COC) System. The extension planned includes the production of COC AN/TSQ-239 Versions 3 and 4 and post production support of initial spares, consumables, and training. This extension will also include any necessary Engineering Change Proposal installs, retrofits, and refreshes, as well as any necessary On The Move (OTM) capabilities required. This extension is being executed to ensure that a production line is available to satisfy existing and continuing needs and requirements of the warfighter for the purpose of procuring any additional AN/TSQ-239(V) Combat Operations Centers (COCs) and life cycle management activities for the COC Systems to include previously fielded Capability Sets (CAPSETs) and possible future CAPSETs as required. GDC4S is the original source and developer of COC variants 2, 3, and 4, which are currently fielded and deployed in support of the warfighter's prosecution of Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF), and other Overseas Contingency Operations (OCO). GDC4S is also the original source for developing the COC SOA/SOI infrastructure proposed as a major operational configuration change to existing COCs. As such, contracting to a source other than GDC4S results in unacceptable delays adversely impacting the Marine Corps' Operating Forces. Therefore in accordance with the statutory authority 10 U.S.C 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements.", no other proposals will not be sought. No RFP is available for competitive bidding; however any interested parties may submit a statement of capability for satisfying this requirement to Mr. Edward McGrail at edward.mcgrail@usmc.mil. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
