- Description
- Defense Supply Center Philadelphia has a requirement for shipping and storage containers for 8 NSNs within FSC 8150. The NSNs are as follows: 1) 8145-01-483-9115, 2) 8145-01-483-9121, 3) 8145-01-483-9123, 4) 8145-01-483-9125, 5) 8145-01-533-8673, 6) 8145-01-533-8674, 7) 8145-01-533-8675, 8) 8145-01-533-8677. DSCP anticipates an Indefinite Quantity Contract with a two year base period and two 1-year options. The total estimated dollar value is $48M (inclusive of options). The contract resulting from this solicitation will be a Fixed Price with Economic Price Adjustment (EPA) (05%) and will be conducted under the authority of FAR Part 12 (Acquisition of Commercial Items) in conjunction with FAR Part 15. This procurement will be a 50% Partial Set-Aside. Vendors will be invited to offer on any or all portions in which they meet the requirements of the solicitation; however, a successful awardee may not receive more than one award as the policy and procedures of FAR Part 6.202, Establishing or Maintaining Alternative Sources, will be utilized if needed. Inspection and Acceptance will take place at Origin and the RFP will be issued on an FOB origin basis. Because exact destinations are not known and it is impracticable to establish tentative or general delivery places for the purpose of evaluating transportation costs, the provision at 52.247-50, No Evaluation of Transportation Costs will be included in the solicitation. This is a DVD contract for both CONUS and OCONUS locations. All 8 item descriptions are brand name or equal citing salient characteristics. The required delivery date will be 60 to 90 days depending on the size of the order. Smaller, high priority orders will require a shorter delivery date. An Add/Delete clause will be included in the solicitation. DFARS 252.225-7020, Trade Agreement Certificate and 252.225-7021, Trade Agreements will be applicable. The solicitation once issued, will be posted onto DIBBS, https://www.dibbs.bsm.dla.mil/. The anticipated RFP issue date is on or about March 26, 2010. The anticipated award date is on or about June 21, 2010. Address for responses to the RFP will be cited in the solicitation. All responsible sources will be able to submit a proposal which will then be considered by DSCP. This solicitation will allow for two awards (one set-Aside portion and one Unrestricted portion) and the evaluation will be Low Price Technically Acceptable (LPTA). The award(s) will be made to the responsible offeror(s) providing a technically acceptable proposal at the lowest evaluated price.
