- Description
- The Department of Energy (DOE) intends to issue a sole source modification to extend the period of performance under contract DE-AC07-99ID13727 with Bechtel BWXT Idaho, LLC (BBWI). Due to unplanned delays in the selection process, more time is needed to complete all activities necessary for contract award and transitioning to a new Advanced Mixed Waste Treatment Project (AMWTP) contract. The current period of performance ends March 31, 2010. DOE intends to extend the contract up to six (6) months (six (6) one-month options) through September 30, 2010. The anticipated dollar value of the extension is $11M per month, up to a maximum of $67M. The extension will enable DOE to meet the Settlement Agreement milestone of shipping 2,000m3 of transuranic waste out of the state of Idaho per year. BBWI will continue to retrieve stored waste from the Transuranic Storage Area-Retrieval Enclosure and storage modules, and certity and/or ship approximately 660 cubic meters (m3) per month, up to a maximum of 4,000m3, of TRU waste to the Waste Isolation Pilot Plant. The proposed extension is based upon the exclusion codified at 41 U.S.C. 253(c)(1) and in accordance with Federal Acquisition Regulation (FAR) 6.302-1, which authorizes other than full and open competition when only one responsible source exists and no other supplies or services will satisfy agency requirements. BBWI is uniquely qualified to carry out the AMWTP work through the extension because it has the management structure and correct mix of skilled workers in place to fulfill the requirements set forth by the Settlement Agreement and the Recovery Act work. This notice of intent is not a request for proposals. Interested parties may identify their interest and capabilities to respond to this requirement. Any responses must be received no later than 4:00 p.m., local prevailing time, March 19, 2010, to be considered. If parties choose to respond, any cost associated with the preparation and submission of data or any other costs incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Responses received will be evaluated; however, a determination by the Government not to compete the requirement based upon responses received to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
