- The Naval Surface Warfare Center/Indian Head Division (NSWC/IH) has a requirement for the complete removal of testing equipment from NWS Earle, Colts Neck, NJ to the complete reinstallation and start-up at a new facility being built at US Army, Picatinny Arsenal, Rockaway Township, NJ. The work must be performed in (3) phases with each phase being completed before starting the next phase. It is anticipated that a Firm Fixed Price type contract will be awarded with a Period of Performance of three (3) years. The Government will determine best value on the basis of the following Evaluation Factors (in descending order of importance): (1) Technical (2) Past Performance and (3) Price. A detailed Statement of Work and applicable documents, to include Evaluation Criteria will be included in the solicitation when issued. A site visit date is anticipated for the last week in March 2010 at the Equipment Removal Location: NWS Earle, Colts, Neck, NJ and at the Equipment Delivery Location: US Army, Picatinny Arsenal, Rockaway Township, NJ. The purpose of the site visit is to familiarize the offerors with the equipment, scope of work, and existing site conditions. Site Visit details and pre-registration information will be included in the Solicitation. This is 100% small business set-aside. The small business size (NAICS) Code is 811219 for this procurement with Size Standard of $7M and the Federal Supply Class is V999. NSWC/IH uses Navy Electronic Commerce On-Line (NECO) site located at http://www.neco.navy.mil to issue Requests for Proposals (RFPs) and amendments to RFPs. While it is understood that Federal Business Opportunities (FBO) page located at http://www.eps.gov is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative case FBO is unavailable. Paper copies of the RFP will not be provided. Please feel free to use either site to access information posted by Navy Seas Systems Command. NOTE: Offerors are ineligible for award unless registered in DOD's Central Contractor Registration Database. Any resultant contract will be DO Rated under the Defense Priorities and Allocations System (DPAS).
