- N69450-10-R-1759 P1492 RAILROAD TRACKS at Naval Weapons Stations Charleston, SC includes construction of a rail yard loading and staging area. New work includes significant area of paved hardstand for maneuvering and staging and the addition of seven rail spurs and their support/staging areas. Five spurs, including one existing, will be used for loading. All spurs are intended to hold 89' long (140T) type rail cars. Each spur is intended to hold 120 cars. Additionally, the new platform paving will be at the bottom of the rail elevation, improving safety and access. End-loading will be added to the three new loading spurs. High mast lighting will be provided to allow for night operation. Project also includes wetlands and storm water detention. The solicitation should be available at this site on or about 22 March 2010. Procurement Method: Contracting by Negotiation The NAICS Code for this procurement is 237990 with an annual small business size standard of $33,500,000. Estimated Cost: $9,000,000 - $10,000,000 Anticipated Award Date: 18 June 2010 This is a new procurement. It does not replace an existing contract. No prior contract information exists. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. The proposed contract is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. The procurement will result in a firm fixed-price construction contract.
