- NASA/GSFC plans to issue a Invitation for Bids (IFB) for the construction of theLogistics Facility (Shipping & Receiving).This synopsis is issued in response to changing the solicitation number from NNG10284488Eto NNG10329483E. The order of magnitude for the procurement is over $10,000,000, but less than $20,000,000and the effort shall be completed within 455 calendar days after issuance of the noticeto proceed.This procurement is a total small business set-aside. See Note 1.The NAICS Code and small business size standard for this procurement are 236220 and$33.5M, respectively.The anticipated release date of the IFB is on or about March 10, 2010 with an anticipatedoffer closing date of on or about April 12, 2010.The firm date for receipt of bids or proposals will be stated in the IFB. Specificationsand Drawings will reside on a World-Wide Web (WWW) server, which may be accessed using aWWW browser application.All responsible sources may submit a bid which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note 'B'.The solicitation and any documents related to this procurement [with the exception of thespecifications and drawings] will be available over the Internet. These documents willreside on a World-Wide Web (WWW) server, which may be accessed using a WWW browserapplication. The Internet site, or URL, for the NASA/GSFC Business Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=51 Prospective offerors shall notify this office of their intent to submit an offer. It isthe offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). Any referencednotes may be viewed at the URLs linked below.FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995)(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, SiteInvestigations and Conditions Affecting the Work, will be included in any contractawarded as a result of the solicitation. Accordingly, offerors or quoters are urged andexpected to inspect the site where the work will be performed.(b) An organized site visit has been scheduled for for March 18, 2010, at 10 AM (EasternStandaard Time). (c) Participants will meet at at the GSFC Visitor Center located off ICESat Road(formerly Soil Conservation Road). Once on ICESat Road, turn left into the Visitor Centerprior to the security check point. (End of Provision)The apparent low bidder, upon request by the Contracting Officer, shall submit a detailedsafety and occupational health plan within 15 days of being identified as the apparentlow bidder at the bidding opening in accordance with provision 1852.223-73 - Safety andHealth Plan. The plan shall be submitted within the time specified by the ContractingOfficer. Failure to submit an acceptable plan shall make the bidder ineligible for theaward of a contract. All contractual and technical questions must be submitted in writing. Telephonequestions will not be accepted.
