Description
The Federal Bureau of Investigation (FBI) issues this sources sought notice to conduct market research for information and planning purposes to determine the existing market capability of vendors to provide personnel capable of providing an instructor the following services: Training Instructor (Photography) - Task Requirements: The contractor shall serve as an expert instructor in all phases of forensic, scientific, and investigative photography. The activity includes the planning, development, and providing of relevant instructional programs to FBI, International, State, and Local law enforcement personnel. The specific responsibilities include the following: 1. The design, development, and revision to new and/or existing photography course material, which involve highly complex and evolving photographic subject matter. Courses taught emphasize law enforcement investigative photography training, education, and development programs. 2. Design, development, and implementation of individual and group activities and/or tests to evaluate student performance. 3. Determination of the course objectives based on the needs of the individual student population. 4. Conducting needs assessments to guide the development of new program concepts, utilizing information from professional meetings, conferences, and/or workshops for new course material. 5. Provides authoritative advice to FBI personnel, national and international law enforcement agencies on photography related problems and issues. Represents FBI at national and international conferences, seminars, and conventions in matters relating to photography training and development. 6. Writes comprehensive training documents and articles for internal and external publications including professional journals. Prepares brochures, pamphlets, or other materials on photography for dissemination to the law enforcement community. 7. Researches emerging technologies and their applications to law enforcement photography and integrates said applications into new/updated training materials. 8. Acts as subject matter expert in the development and/or validation of new photographic techniques and processes to be used in forensic photographic applications. 9. Little to no travel required. Training Instructor (Photographic) Minimum/General Experience : 1. Minimum Master of Science Degree in Photography/Imaging, Forensics or related degrees. 2. Extensive knowledge of a wide range of forensic, scientific, and investigative photographic principles and concepts and theories to design, develop, and deliver accredited instruction. This knowledge is also used to develop comprehensive programs in this area of study. 3. Extensive knowledge of forensic, scientific, and investigative photography issues and studies in order to conduct in-depth research on new methods, techniques, procedures, and hardware in the photographic and related fields. 4. Thorough knowledge in planning, organizing, and instructing to develop new program concepts to meet the needs of the law enforcement community. 5. Knowledge of adult education theory and practice, behavioral and instructional objectives, communication, and methods of eliciting class participation in order to effectively promote learning. 6. Knowledge of a variety of advanced instructional methods and principles used to direct students in a broad range of learning experiences, and the application of analytical abilities to design and develop course content. Advanced instructional techniques including teleconferencing, satellite broadcasting, interactive video, and web-based training applications. 7. Knowledge of advanced digital image processing software and computer technology used in the acquisition and enhancement of digital imagery. 8. Knowledge of writing techniques, proper vocabulary, grammar, and spelling to prepare class handouts, research papers, etc. 9. Must have a Top Secret Clearance THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. HOW TO RESPOND: The Government would like to know what firms can provide all the services for this contemplated requirement by identifying themselves and responding to this notice. The Government requests the following information: 1) Company name and business size (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.). 2) Provide evidence to show that your company can provide the requested services (i.e. technical ability, personnel, experience). Do NOT exceed 10 pages. All submissions shall be unclassified. 3) Address whether your company has a GSA Schedule and if they are capable of providing these services on schedule. If able to provide the services on schedule, what schedule and SIN. 4) Any other comments, concerns, and/or questions relating to the contemplated support services. ***PLEASE NOTE: INTERESTED PARTIES SHALL NOT CONTACT TECHNICAL PERSONNEL ABOUT THIS REQUEST.
