Description
The following have been added by full text: QUESTIONS DATED MARCH 3, 2010 Question #1 = On page 3 of the Solicitation, Paragraph A-7 it states that all submissions in response to this request should be made via electronic means. However, it does not provide an email address. Are we to use Mr. Nathan Jordan's? Answer to Question #1 = Yes, please use Mr. Nathan Jordans email address, nathan.c.jordan@us.army.mil, for all submissions in response to this request. Question #2 = On page 5 of the Solicitation: Paragraph 4 (a) - It refers to a written proposal. - May we provide our technical proposal package by email as the acceptable method of submission? Answer to Question #2 = An email submission of a technical proposal is acceptable, however a written copy must also be provided within the given timeframe. Question #3 = On page 22 of the Solicitation: Paragraph 2 (b) Ballistic Panels - It notes Door openings and window openings but it does not specify what type of window or door. Please advise? Answer to Question #3 = Dedicated ballistic panels are required for door and window openings. The door panels shall be the same size as other panels and have the ability to accept standard residential doors from 28-41 inches wide (including jam widths) by 7 in height. Question #4 = On page 23 of the Solicitation: Paragraph 4 - It shows two different delivery locations. Which location is the correct delivery point? Answer to Question #4 = The shoot house delivery location is as follows: US Naval Surfarce Warfare Development Group Attn: Ranges Division 1636 Regulus Avenue Virginia Beach, VA 23461 Question #5 = No where in the Solicitation does it state how the Shoot House is to be received by the Government. Does the Government wish to have this delivered in separated panels to be constructed by Government personnel, or to be constructed by the Contractor, or does the Government wish for the Shoot House to be shipped whole with the additional panels inside the unit? Answer to Question #5 = The contractor shall deliver the portable shoot house to Virginia Beach and provide training to Government personnel during assembly. Question #6 = What type of floor will this be placed on? Concrete or...? Answer to Question #6 = The shoot house will be placed on a concrete floor covered with 2 foot by 2 foot rubber tiles that have been encapsulated with a poured epoxy based rubber flooring polyurea. Question #7 = What type of Fastening or Anchoring will be required? Answer to Question #7 = This is part of the vendors design and is not specified by the Government. We require a free standing panel system that does not use a floor tile system to support the shoot house walls. It is acceptable for the contractors design to use strips of material under the ballistic panels. The Government requires explosive breaching capability on doors and windows with explosive charges that have a net explosive weight of 1.5 ounces. Question #8 = If this is to be placed inside of a current facility - what is the ceiling height and clearance restrictions? Answer to Question #8 = The portable shoot house will be placed inside of an existing facility that has large bi-fold doors which provide an opening of approximately 15 feet high by 30 feet wide. The Government intends to store the portable shoot house in its warehouse which is adjacent to the area of use. A complete list of necessary tools, methods and number of personnel needed to setup, takedown and move the mobile shoot house must be provided. Specialized equipment, such as a forklift used for heavy lifting during setup and takedown, must be identified. The Government would prefer a forklift friendly shoot house system. Question #9 = What are the building access requirements in order to set-up the unit? Answer to Question #9 = The building access requirements are standard procedure for accessing a US military base, US citizen, clear criminal background check, etc. Question #10 = What are the door widths and heights? Answer to Question #10 = Please see shoot house door sizes referenced in the above question 3 and the facility door sizes references in the above question 8.
