- This is a request for information. The United States Coast Guard (USCG), Aviation Logistics Center (ALC), SRR/H-65 aircraft division has a requirement for sustaining engineering and technical support services of the Rockwell Collins avionics systems and avionic ground support equipment used on all U.S. Coast Guard aircraft. Requirements include sustaining engineering support of hardware and software manufactured by Rockwell Collins and common hardware. Requirements also include specialty engineering disciplines; developmental integration efforts, as well as, certification of flight readiness. It is anticipated that the period of performance for this contract will be a total of five years, which consists of one-year base and four (4) one-year option years. The USCG, ALC, SRR/H-65 aircraft division intends to purchase these services from the Rockwell Collins Corporation. Rockwell Collins has developed requirements designed and developed, and certified the avionic hardware and software, both stand-alone and with the integrated system. This experience gives them the unique ability to understand the performance of the hardware and software, identify anomalies, and resolve issues and anomalies in a timely manner to ensure safety of crew and mission success. Knowledge of the hardware and software systems is essential for quick responses to problems and is cost-effective in minimizing investigation of known conditions. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 29, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are NOT acceptable in response to this notice. The USCG is publishing this request for information and will consider responses from responsible sources.
