Description
U.S. Office of Government Ethics Sources Sought for improvisatioal-style performance-based ethics training program for Executive Branch ethics professionals. U.S. Office of Government Ethics This sources sought synopsis neither constitutes a Request for Proposals/Request for Quotations, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government of any future action. The purpose of this synopsis is to communicate with industry the United States Office of Government Ethics' interest in the services of a improvisational training group to develop and conduct a performance-based ethics training program, receive feedback from the industry that identifies multiple sources, find interested vendors to foster competition, and use the information gained from this notice to prepare any future solicitation in a way which benefits both the Government and the contractor. Program Information : The United States Office of Government Ethics (OGE) will be hosting the 17 th National Government Ethics Conference (Conference) from May 10 through 14, 2010 in Chicago, Illinois. The Conference will feature a combination of smaller, concurrent breakout sessions as well as several plenary sessions that are intended for the entire Conference audience. OGE is interested in obtaining the services of an improvisational training group to develop and conduct a performance-based ethics training program to be held on May 13, 2010 for approximately 650 Conference attendees. Conference attendees are typically Executive Branch department and agency attorneys and analysts who are responsible for administering their department or agency ethics program. The performance must take place in the morning on May 13, 2010 and last between 50 minutes and 1 hour. The performance should be conducted by a team of no fewer than 4 performers having verifiable experience in performing for large groups of ethics professionals from both the public and private sector. Performers must have a general working knowledge of the ethics rules applicable to Federal Government employees and programs. The performance content must include themes promoting ethics education, raising ethics awareness, and fostering ethical leadership and must ensure audience interaction and participation. The performance script, including scene description and audience interaction, must be provided to and approved by OGE prior to the performance. Performers will be responsible for their own travel and related expenses. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience to develop and conduct this performance-based ethics training program for Executive Branch ethics professionals. •4. Submission Requirements: Firms submitting responses shall include information showing relevant experience similar in scope and content as the program outlined in this sources sought synopsis. Responses should include references verifying relevant experience. Responsive firms that fail to provide all of the required information requested will not be used to assist the Government make the acquisition decision, which is the intent of the services sought announcement.
