- SYNTHESJA Western Regional Contracting Office intends to award a contract under FAR Part 6.302-1 for the following: This requirement is for the purchase of Electric Pen Drive systems for the Madigan Army Medical Center Dental Clinics. Purchasing of these systems will allow for the most updated technological equipment to be utilized by staff and interns. These requested items have previously been purchased for the MAMC Dental Clinics in FY09. This purchase will ensure continuity and standardization of clinical instruments used by the dentists. Synthes is the producer of this product that is electric driven versus air and/or nitrogen. The result is improved patient care and decreased cost to the Government. Dentists make medical treatment determination of the patient based on product suitability, patient-to-product compatibility, and training in the dental procedures relating to each manufacturer?s products so as to insure the well being of each patient. It is essential to the health and welfare of the patient, that the treating dentists utilize standardized equipment in which they have experience and extreme confidence. Only one responsible source and no other supplies or services will satisfy agency requirements. Madigan Army Medical Center Dental Clinics are standardizing Dental equipment at all MAMC Dental clinics. Synthes systems are currently installed at the clinics. This requested purchase will complete the standardization and compatibility. Synthes is the only authorized source for this equipment at this time. It would be cost prohibitive to replace all of the existing units with new systems from a different manufacturer that are not compatible with the Synthes systems that are already in place. Additionally, Synthes is the only source of authorized replacement parts for those units already in place. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
