PERFORMANCE WORK STATEMENT (PWS) FOR SERVICES IN SUPPORT OF THE ARMY REGISTRY TRANSCRIPT SYSTEM (AARTS) PART 1 GENERAL INFORMATION 1.0GENERAL: This is a non-personnel services contract to provide support for the Armys education transcript currently referred to as the Army Registry Transcript System (AARTS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1 INTRODUCTION: The AARTS office, currently located at Fort Leavenworth, Kansas, produces transcripts for Soldiers and Veterans of the Army, Army National Guard, and US Army Reserve detailing their respective military training as well as job related Military Occupational Specialties (MOS), experiences. These transcripts are recognized by the academic community worldwide and ensure that Soldiers and Veterans receive an evaluation of and recognition for their service to the nation by receiving potential college level transfer credits as they pursue their continuing education at institutions of higher learning. The AARTS transcript includes a record of each Soldiers demographic information, military training and job related experiences, as well as college level and Department of Defense Foreign Language test scores. While the record of training and educational experiences has value, the true merit of the AARTS transcript lies in the college credit recommendations provided by the American Council on Education (ACE). The role of the contractor on this effort is to construct the transcript itself and to validate its authenticity, monitor quality and ensure compliance with academic standards and its acceptance by the academic community. The AARTS Operations Center can then provide an official transcript to the Soldiers or Veterans respective college and university to be used in the awarding of the aforementioned transfer credits. 1.2 BACKGROUND: Since 1947, The American Council on Education (ACE) has reviewed military training and MOS experiences in order to identify experiences that relate to college credit. The AARTS Operations Center uses the ACE recommendations to produce transcripts for Soldiers and Veterans. In addition, the equivalent college credit(s) gained as a result of these experiences is published in the Guide to the Evaluation of Educational Experiences in the Armed Services. The current ACE transcript is recognized by colleges and universities world wide as the authority source for this evaluation process. The responsibility for the production and release of the transcripts resides with the AARTS Program Manager, phone number: 913-684-9480, email: robert.drake@us.army.mil. The AARTS Operations Center, a branch of the Education Division, U.S. Army Human Resources Command, produces and distributes AARTS transcripts and is currently located at 298 Grant Avenue, Fort Leavenworth, KS 66027-1254. AARTS operations will relocate to Ft. Knox, KY no later than The Adjutant General Directorate, Enlisted Records and Evaluation Center, Indianapolis, Indiana hosts the AARTS databases. The AARTS Operations Center manages the databases via a Virtual Private Network (VPN). 1.3 SCOPE AND OBJECTIVES: To accomplish these objectives, the contractor shall: "Provide technical support for the AARTS. Move AARTS totally into a paperless environment. "Facilitate electronic transmission to and acceptance by the academic community at large. "Ensure delivery of all completed evaluations, in electronic format, to HRC-PDE on a weekly basis. "Provide specific advisory and technical services related to the AARTS transcript development and acceptance. "Provide program awareness and information to enhance the academic communitys world wide acceptance of college credit recommendations shown on the AARTS transcript. "Incorporate all previous evaluations performed by the current contractor (ACE). 1.4 Work Location: Work may be performed at the Contractors and the Government Site. 1.5 Period of Performance: The performance period will be for a base year of twelve (12) months and four (4) 12 month option years. If incumbent is selected for the award, no transitional costs will be reimbursed and the phase-in period will not be exercised. Requirement can be increased, decreased or terminated with 30 days notice given to the contractor. 1.6 General Information: 1.6.1 Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractors quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The QCP is to be delivered, i.e., within 30 days after contract award. After acceptance of the quality control plan, the contractor shall receive the contracting officers acceptance in writing of any proposed change to his QC system. 1.6.2 Contract Type: This contract will be awarded as a Firm-Fixed-Price (FFP) contract. 1.6.3 Security Qualifications: Due to the sensitivity of some training and the information which could be obtained in the performance of these tasks, all Contractors performing under this PWS are required to agree and complete a National Agency Check (NAC) to verify the identity of the individual applying for clearance. Contractors are required to give, and to authorize others to give, full, frank, and truthful answers to relevant and material questions needed to reach a suitability determination. If any of the Contractors have already been cleared by DOD or another Federal Government agency, further clearance may not be necessary. The Contractor must provide the COR with the appropriate documentation that supports the individuals cleared status. Contractor shall at a minimum be required to access or control unclassified documents that require For Official Use Only (FOUO) document designation. 1.6.4 Travel: Contractor will be required to travel within CONUS and possibly OCONUS during the performance of this contract to attend meetings, conferences, and on occasion visit the AARTS Operation Center. Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract. All travel requires Government approval/authorization prior to execution. The COR must approve all travel requests. Contractor shall not exceed $20,000 annually for travel. In addition, the contractor must supply the names and information of all personnel traveling to military installations or government sites at least 15 working days prior to the trip to ensure that they have gained the proper clearance. 1.6.5 Other Direct Costs: This category includes preparation of all printed or published communication materials, reproduction costs, and shipping expenses associated with training activities, printed material and visits to government sites. Contractor shall not exceed $10,000 annually for all estimated costs associated with these tasks. 1.6.6 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights. 1.6.7 Post Award Conference/Periodic Progress Meetings: Contractor agrees to attend any post award conference meetings convened by the contracting activity or contract administration office in accordance with Federal Acquisition regulation Subpart 42.5. The contracting Officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractors performance. At these meetings the Contracting Officer shall apprise the Contractor of how the Government views the Contractors performance and the Contractor shall apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve any outstanding issues. These meetings shall be at no additional cost to the Government. 1.6.8 Contracting Officer Representative (COR): The COR team is identified below: NameEmailFaxRole Dr. Robert Drake Comm: 913-684-9480 DSN: 552-9480 Robert.Drake@us.army.mil913-684-9499Program Manager / COR The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of Government furnished property, and provide site entry for Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order. 1.6.9 Contract Manager: The contractor shall provide a contract Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. 1.6.10 Key Personnel Replacement and Substitution: Key Personnel are those persons essential for successful accomplishment as outlined in the PWS. The Contractor agrees to use said key personnel during the performance of this contract and that they shall not be removed from the contract work, replaced, or supplemented with additional personnel, unless authorized in accordance with this provision. 1.6.11 Government Remedies: The Contracting Officer shall follow FAR 52.212-4, Contract Terms and Conditions Commercial Items or 52.246-4, Inspection of Services Fixed Price Contract for Contractors failure to perform satisfactory services or failure to correct non-conforming services. 1.6.12 Phase In /Phase Out Period: To minimize any decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the first, thirty (30) day phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date. 1.6.13 Submission of Invoices/Vouchers: All bills and payment vouchers will be submitted using Wide Area Work Flow (WAWF). For additional information, contractor shall visit the WAWF website at https://wawf.eb.mil/. 1.6.14 Accounting for Army Service Contracts: The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the contractor will report ALL contractor manpower (including subcontractor manpower) required for the performance of the contract. The contractor is required to completely fill in all the information in the format using the following web address https://cmra.army.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officers Representative; (2) Contract number, including task and delivery order number; (2) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identify of contractor employee entering data; (5) Actual direct labor hours (including subcontractors); (6) Actual direct labor dollars paid this reporting period (including subcontractors); (7) Total payment (including subcontractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by the contractor (and separate predominant FSC for each subcontractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website; (12) Presence of deployment or contingency contract language; and (13) Number of contractor and subcontractor employees deployed in theater this reporting period (by country). As part of its submission, the contractor will also provide the estimated total cost (if any) incurred to comply with this reporting requirement. Reporting period will be the period of performance not to exceed 12 months ending September 30 of each government fiscal year and must be reported by October 31 of each calendar year. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractors systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML transfer may be downloaded from the web site. The contractor will report data submission to the COR via the Monthly Status Report. PART 2 DEFINITIONS & ACRONYMS 2.0 DEFINITIONS AND ACRONYMS: 2.1. DEFINITIONS: CONTRACTOR. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract. DEPARTMENT OF DEFENSE FOREIGN LANGUAGE TEST: Battery of foreign language tests produced by the Defense Language Institute (DLI) and used by the United States Department of Defense (DoD). They are intended to assess the general language proficiency of native English speakers in a specific foreign language, in the skills of reading and listening. The tests are meant to measure how well a person can function in real-life situations in a foreign language according to well-defined linguistic tasks and assessment criteria. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement. DELIVERABLE. Anything that can be physically delivered but may include non-physical things such as meeting minutes. GUIDE TO THE EVALUATION OF EDUCATIONAL EXPERIENCES IN THE ARMED SERVICES: A standard reference for recognizing learning acquired during military service. The Guide system enables students to apply their experience, training, and expertise to their degree work at colleges and universities. The Guide is a three-volume document containing course and occupation evaluations for the (1) the Army, (2) Navy, and (3) Air Force, Coast Guard, Department of Defense, and Marine Corps. It has been published biennially since 1974. Each edition replaces the previous edition, containing course and occupation exhibits with exhibit start dates of January 1990 or later. Between publications, a supplemental Handbook to the Guide provides credit recommendations for courses and occupations evaluated since the last printing. Efforts are underway to incorporate the archived 1954-1989 edition of Guide into the current edition. KEY PERSONNEL. Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards. QUALITY ASSURANCE Surveillance Plan (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements. 2.2. If services are to be worked on Government site then the following will apply: 3.0 GOVERNMENT FURNISHED ITEMS AND SERVICES: 3.1. Services: This will be determined upon award of the contract. If services are to be worked on Government site then the following will apply: 3.2 Facilities: The Government will provide the necessary workspace for the contractor staff to provide the support outlined in the PWS to include desk space, telephones, computers, and other items necessary to maintain an office environment. 3.3 Utilities: The Government will provide [Insert what utilities will be provided, i.e., all utilities in the facility will be available for the contractors use in performance of tasks outlined in this PWS.] If utilities are furnished, the following is required: The Contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment. 3.4 Equipment: The Government will provide access to fax machines, printers, shipping crates, lighting and sound, etc. 3.5 Materials: The Government will provide basic office supplies. PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES This will be determined upon award of the contract. If services are to be worked at Contractor site then the following may apply: 4.0 CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: 4.1 General: The Contractor shall furnish all supplies, equipment, facilities, printed materials, and services required to perform work under this contract that are not listed under Section 3 of this PWS. PART 5 SPECIFIC TASKS The contractor shall supply the personnel and resources required to perform the following tasks: 5.1 Performance ObjectivePerformance Standard Provide College Credit Recommendation Data to the AARTS Operations Center.100% of the delivered files are divided by Army, Navy, Air force, Marines, DOD and Cost Guard and will contain a separate section for Army MOS. 100% of the files are accurate in regards to Format and Spelling prior to submission to AARTS Operations Center. No more than a 5% rejection rate of total updates for any given month. 100% of the new Army MOS exhibits which have not been evaluated will contain the statement pending evaluation 100% of the course course numbers for Army Programs of Instruction (POI) received will be validated and descripencies reported. 5.1.1 Deliver to the HRC PDE, on a weekly basis, electronic updates of the contractors Guide in eXtensible Markup Language (XML) format whenever the Military Guide-On-Line is updated. Format is determined by the government. a. One file must include military course exhibits divided into sections for Army, Navy, Air Force, Marine corps, DOD, and Coast Guard exhibits: and, one file for Army MOSs. b. Files must be compatible with format decisions made by the members of the contractor Data Summit Group and data text files must be accurate with regard to format and spelling prior to submission to the AARTS Operations Center. c. Updates must be reviewed for the feasibility and impact of merging credit recommendations that cross refernce other exhibits in order to combine the additional credit in the body of the transcript. d. The AARTS database shall accept updates of Master Tables within a five percent data rejection rate of total updates for any given month. The AARTS Operations Center Manager will identify and correct errors within the five per cent range, and the Contractor will correct errors greater than the allowable five percent range. e. For the new Army MOS exhibits for which evaluations are not yet available, the contractor will provide the statement, Pending Evaluation. f. For courses with two or more phases, provide for each phase, the credit recommendation, military course number, phase number, length, location, and description. g. Conduct annual audits to certify that information appearing on the transcript is correct and complete. Prior to the audit, define the criteria for the audit and provide such criteria to the AARTS Program Manager. 5.1.2 Compare course numbers for Army Programs of Instruction (POI) received from the Army with course numbers used by the Army Training Requirements and Reservations System (ATRRS) at http://www.atrrs.army.mil. If there is a verifiable difference in the numbers, the Contractor shall inform the AARTS Program Manager about the discrepancy via email at: robert.drake@us.army.mil. 5.2 Performance ObjectivePerformance Standard Validate, perform quality control and certify (official seal) 100% of the AARTS transcripts are properly titled and contain an accepted Official Seal. 5.2.1 Provide third party quality assurance of the transcript data and grant permission to the Army Human Resources Command, The Adjunct General Directorate, Education Division to use the accredicating agency as part of the transcript title. 5.2.2 Provide authorization to AHRC, TAGD, Education Division to print the contractors educational seal on all paper and electronic versions of the AARTS transcript. 5.2.3 Conduct periodic quality assurance audits of actual printed copies of AARTS transcripts in order to validate the information on the face of the AARTS transcript. Prior to the audit, the contractor shall provide the criteria for the audit and after the audit, provide written reports of the audit results to the AARTS Program Manager. 5.2.4. Collect information from the colleges and universities to which AARTS transcripts are sent based on lists of colleges and universities privided by the AARTS Operations Center Manager. 5.3 Performance ObjectivePerformance Standard Provide demos, presentations and strategic communications to support program goals. Provide presentations on AARTS at NLT 3 regional conferences/workshops. Answer and deliver all Army-specific inquiries as needed. Publish NLT one article per year about the AARTS transcript in the Center Point and submit articles for publication in at least three professional educational publications other than Center Point. 100% of the articles approved by AHRC PAO office and TAGD prior to publication. 100% of the templates for the brochures are approved by government prior to final printing. 5.3.1 Provide a presentation on AARTS at educational conferences and at least three regional workshops for the higher education community. Highly recommended conferences are: the American Association of Collegiate Registrars and Admissions Officers (AACRAO); the Council of Colleges and Military Educators (CCME); and the tri-annual Department of Defense (DOD) Worldwide Education Symposium. 5.3.2 Organize, conduct, and preside over an AARTS/SMART Advisory Committee. Members will represent the academic, accreditation, labor, and Army Continuing Education System communities. The AARTS Advisory Committee shall not exceed six (6) persons from the academic community external to the effort with membership evenly divided between institutions that are members of AACRAO and the Servicemembers Opportunity Colleges (SOC) colleges and universities. The Director of Education for Army will participate in the selection of committee members. The selection criteria for members of the committee and final approval of members will remain with the contractor and the AARTS/SMARTS Advisory Chairperson. The AARTS/SMARTS Advisory Committee shall meet at least once annually at a mutually acceptable location. Hotels will be selected based on government per diem rates. 5.3.3 Conduct continuing and periodic surveys to determine use of the AARTS transcript to award college credit. In advance, provide the elements defined for each survey. Deliver written reports of the surveys to the AARTS Program Manager quarterly, unless otherwise specified. Answer and deliver any Army-specific inquiries. 5.3.4. Within the professional educational publications, promote awareness and understanding of the AARTS transcript for continued acceptance of the transcript descriptions and credit recommendations which align military courses and Army MOSs with civilian education and occupations. In advance, deliver to the AARTS Program Manager, the publication schedule and the drafts of articles and promotional items intended for publication. Deliver to the AARTS Program Manager, quarterly written reports of the publications, unless otherwise specified. 5.3.5 Coordinate the update and publication of the AARTS information in the Guide to the Evaluation of Educational Experiences in the Armed Services: in the Questions and Answers introductory section, and in the Sample Military Records appendix. The AARTS Program Manager will provide samples of an AARTS transcript and Request for AARTS Transcript, DA Form 5454-R (technical Exhibits 4 and 5) which may be displayed in all publications. 5.3.6 Publish at least one article per year about the AARTS transcript in the Center for Adult Learning and Educational Credentials (CALEC) publication, Center Point. 5.3.7 Submit articles for publication in at least three professional educational publications other than Center Point. Articles shall be scholarly, professional documents that contain statistical data. One highly recommended publication is the ERIC database. 5.3.8 Update, print, and deliver an AARTS tri-fold brochure targeting Soldiers, Veterans, and colleges (10,000 annually). Deliver 9,000 to the AARTS Operations Center and 1,000 to the AARTS Program Manager. Provide draft to AARTS Program Manager prior to printing to ensure accuracy of Army-related information. 5.3.9 Deliver written reports of tasks performed within 15 days of each fiscal quarter, December, March, June, and September to the AARTS Program Manager. 5.3.10. Provide the AARTS Program Manager with a draft copy of any proposed changes to the AARTS transcript format such as the proposed matching of the AARTS/SMARTS transcripts with college transcript formatting. 5.3.11 Manage the AARTS database to ensure accuracy and completeness of the transcript. Technical Exhibit 1 Performance Requirements Summary ObjectivesMeasuresStandards Provide College Credit Recommendation Data to the AARTS Operations Center Customer Evaluations100% of the delivered files are divided by Army, Navy, Air force, Marines, DOD and Cost Guard and one file for Army MOS. 100% of the files are accurate in regards to Format and Spelling prior to submission to AARTS Operations Center. No more than a 5% rejection Rate of total updates for any given month. 100% of the new Army MOS exhibits which have not been evaluated will contain the statement pending evaluation Validate, perform quality control and certify with official seal. IAW Government Timelines and Standards100% of the AARTS transcripts are properly titled and contain an Official Seal. Provide demos, presentations and strategic communications to support program goals. IAW Government Timelines and Standards Provide presentations on AARTS at NLT 3 regional conferences/workshops. Answer and deliver all Army-specific inquiries as needed. Publish NLT one article per year about the AARTS transcript in the Center Point and submit articles for publication in at least three professional educational publications other than Center Point. 100% of the articles approved by AHRC PAO office and TAGD prior to publication. 100% of the templates for the brochures are approved by government prior to final printing. Technical Exhibit 2 Deliverables DeliverableDelivered To:Standards: Deliver written reports of tasks performed AARTS Program ManagerNLT 15 days of each fiscal quarter, December, March, June, and September Update, print, and deliver an AARTS brochure targeting Soldiers, Veterans, and colleges (10,000 annually)Electrons for proof of concept then Print and Deliver hardcopies final IAW terms of PWS. Deliver 9,000 to the AARTS Operations Center and 1,000 to the AARTS Program Manager.Provide draft to AARTS Program Manager prior to printing to ensure accuracy of Army-related information Submit articles for publication Electrons for proof of concept then Print and Deliver hardcopies final IAW terms of PWS. 3- to professional educational publications other than Center Point. 1- Center Point. Four Articles delivered IAW Terms of this PWS and PRS. Transcripts As Requested by Customer All transcripts are delivered to the requestor IAW the terms and conditions stated in this PWS. Deliver Electronic updates of the Guide in eXtensible Markup Language (XML) format. Deliver to HRC PDE On a weekly basis or whenever the Military Guide-On-Line is updated. Technical Exhibit 3 Estimated Workload The contractor is encouraged to propose an LOE consistent with their technical approach for accomplishment of all performance objectives/standards set forth in this PWS. The proposal shall include an un-priced staffing matrix that identifies the labor categories and hours allocated. The government may decrease or increase these levels as needed. In addition the estimated costs shall include the estimated amount necessary for the production of AARTS Brochures, conference attendance, article development, and all tasks IAW the terms in the PWS.
