- Combo/Synopsis Letter Drawing Setup 4 Drawing Setup 3 Drawing Setup 2 Drawing Setup 1 Wage Determination Statement of Work Guardian Challenge Banquet Lighting, Rear-Projection Systems, and Sound Systems Statement of Work Dated 5 Jan 10 1. SCOPE: Non-personal service to provide all materials, equipment, transportation and labor necessary to install, test, and operate all lighting, rear-projection systems, and sound systems for the rehearsals, welcome dinner, welcome ceremony, dinner banquet and awards ceremony of the Guardian Challenge 2010 to be held at Hangar 140, Peterson AFB, Colorado, 80914. The entire event encompasses the 17th of May through the 22nd of May 10. 2. GENERAL: By direction of the Contracting Officer a government representative shall be appointed for the coordination of this event. The contractor shall coordinate with the government representative all installation, setup, operations of the lighting, rear-projection systems, and sound systems to include the screens, lighting and sound in a manor that best provides for dual screen presentation coverage. The lighting and sound coverage within the hangar is for approximately one thousand people covering an area of 26K sq ft (120'x213') in size. 3. LABOR: The contractor shall provide all technical knowledge and manpower required to install, operate, dismantle and remove all equipment and materials provided by the contractor. The contractor shall provide all necessary power distribution for projectors, racks, input cables, video, and control panels prior to the completion of setting up the equipment. Lift support and manpower will not be provided by the government for the placement of any flying equipment and the placement of equipment on the support platforms. 4. DESCRIPTION OF SERVICES: the Guardian Challenge welcoming dinner will be held at 1800 hrs 20 May 10. The welcoming ceremony will be held at 0800 21 May 10. The Guardian Challenge Banquet will be held at 1700 hrs (5:00 p.m.), on 21 May 10. All events will be in Hangar 140, Peterson AFB, CO. The contractor shall provide all materials, equipment, transportation and setup for the lighting, rear-projection systems and the sound system beginning on 17 May 10. The contractor shall operate the equipment during all rehearsals, the welcoming dinner, welcoming ceremony and awards banquet and ceremony and then dismantle and remove all equipment and materials at the completion of the event. Setup will begin on 17 May 10 at 0900 hrs (9:00 a.m.), and be complete not later than 1200 hrs (12:00 p.m.) on 18 May 10. All flying equipment will be setup and operational not later than 1800 hrs (4:00 p.m.) on 17 May 10. All control panels will be draped approximately 120' from the main stage as coordinated with the government representative. All equipment and systems shall be operational for the rehearsals, the opening dinner and the ceremony. • Rehearsals to be held on 19, 20, and 21 May 10, the time schedules for rehearsals are flexible. The government representative(s) shall notify the contractor's point of contact at least 2 hours via phone prior to the rehearsal time(s). • Opening dinner is set for 20 May at 1700 hrs (5:00 p.m.), the welcome ceremony is set for 21 May at 0800 (8:00 a.m.) and the awards ceremony is set for 21 May 10 at 1700 hrs (5:00 p.m.). • Removal of all materials and equipment shall begin following the ceremony immediately after the audience has exited the hangar. The contractor is requested to provide an itemized cost for all materials, equipment, transportation and labor necessary to accomplish the following tasks at the time of submitting the request for quotation: The contractor shall provide a technical solution to include layout of lighting and types of lighting to be used as part of the proposal. Audio: Provide the entire sound system to include a minimum of six (6 ea) flying speakers and delayed signals to prevent echo within the hangar. The control panel shall be located approximately 120' (feet) from the main stage and the main podium. Provide microphones and service from two (2 ea) podiums, which shall be provided by the Guardian Challenge Office. The contractor provides the feed (connection) to the 30th PA/VI equipment for live broadcast and recording. In case of system failure the contractor shall provide a reliable and acceptable means of backup to avoid the total catastrophic loss of sound during any rehearsal, dinner and/or ceremony. Rear Screen Video Projection: Provide two (2) rear screen (size 15'x20') projection systems with at least 12000 lumen projectors on each side of the stage. In case of system failure the contractor shall provide a reliable and acceptable means of backup to avoid the total catastrophic loss of sound during any rehearsal, dinner and/or ceremony. Live video, Graphics, PCs, DVDs and CDs will be provided by the government. Program source video output is HD/SDI and can be down converted by the government for SDI, Component (Y, Pb, Pr), or Composite output if necessary for optimal projection. The government representative shall coordinate and control the use of all provisional's as stated herein. Any conversion shall be coordinated with the government prior to the actual conversion. Lighting: Provide and fly the main stage lighting for stage video recording and live broadcast purposes. See layouts of hangar floor with seating setup and measurements provided at site visit. Provide as a minimum, 50 to 60 PAR cans, 16 to 20 moving spots/gobo spots to light the entire 44' wide stage and illuminate 80' in front of the stage in order to light the audience. Provide dimming racks for all lighting. Provide additional types of lighting to set the tone and add to the theme of the Guardian Challenge event. Request itemized cost for all lighting and archival video necessary to provide historical documentation of the event. Pipes and Drapes: Provide and install pipes and drapes in order to block off the entire area behind the main stage from the audience view. The stage is approximately 44' wide. Provide and install drapes at the south entrance of the hangar from the top of the hangar doors to approximately 10' above the hangar floor and block the majority of daylight from entering. Pipe and Drape the 40' front of the control center. Power Backup: Provide a generator backup support for all electrical equipment in case of system failure in order to provide a reliable and acceptable means of backup to avoid the total catastrophic loss of sound during any rehearsal, dinner and/or ceremony. The generator shall be of the "whisper" variety in order to create as little distracting noise as possible.
