Description
On or about 5 March 2010, this office will issue Request for Proposals for design and construction of the Military Working Dog (MWD) Facility, Buckley AFB, CO. The solicitation will close on or about 14 April 2010. This solicitation is RESTRICTED TO SERVICE DISABLED SMALL BUSINESS PARTICIPATION. A site visit is scheduled for 25 March 2010 at the proposed Construction Site at 1:00 p.m. (local time). All Contractors must contact the Corps of Engineers Buckley Resident Office via e-mail no later than 2:00 PM on 23 March 2010 so that arrangements can be made with the Security Police to allow entry of the Contractors onto the Base. The Point of Contact at the Resident Office are Lavon Busby, telephone (720) 847-2635. The e-mail address at the Resident Office is Lavon.B.Busby@usace.army.mil. Contractors must provide the following information, via e-mail, to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented 2) Visitor Name 3) Visitor Date of Birth and Place of Birth 4) Visitor Driver's License Number Provide a phone number on each e-mail so that information which may require additional clarification can be verified, if necessary. NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY - ONLY AN E-MAIL CONTAINING THE INFORMATION IS ACCEPTABLE. The information will be furnished by the Resident Office to the Security Police at Buckley's Sixth Avenue Base Gate (This is the north gate of Buckley AFB - it is located at 6th Avenue and Aspen Drive). On the day of the Site Visit, Contractors should enter the base at the Sixth Avenue Gate and proceed to the Pass & ID Building just west of the guard shack to obtain a Vehicle Pass. A valid driver's license, current vehicle registration, and proof of insurance will be required for the vehicle pass. Note that the check-in procedure and issuance of a vehicle pass normally takes approximately 45 minutes for the number of people anticipated. Once a vehicle pass is issued, Contractors should proceed to the project site, and meet on the road north of the project site, where a Representative of the Corps of Engineers will meet the contractors to show them the site and the pertinent features. (The cell phone number of Jennifer McQueen, the Resident Engineer is 303-242-2205 and may be used if problems occur during check-in). The site visit will begin promptly at 1:00. Because of Security issues and badge requirements, please plan to arrive early. Questions regarding the site visit should be directed to the Resident Office at the number listed above with a copy of the questions provided to U.S. Army Engineer District, Omaha, Contracting Division, CENWO-CT-M (Polina Poluektova), 1616 Capital Avenue, Omaha NE 68102-1618. Access to Buckley AFB will be denied to anyone failing to comply with the requirements stated above. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. _______________________________________________________________________________ Project Description: (Approx. quantities) This project is a Design/Build project to design and construct a Military Working Dog Kennel of approximately 4800 GSF, with an option for a detached Garage/storage facility of approximately 900 GSF, including all associated sitework, parking lot, and utilities. The facility will be CMU, with spread footings, concrete slab on grade, bar joists, steel deck, and EPDM roof. Total occupancy of the building will be 6 personnel and 10 working dogs. The estimated construction cost of this project is between $ 750,000 and $1,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 420 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
