Description
The North American Industry Classification Code (NAICS) for this procurement is 541330. The Port Hueneme Division, Naval Surface Warfare Center intends to issue a request for proposal to Northrop Grumman Space & Mission Systems Corporation, 2340 Dulles Corner Boulevard, Herndon, VA on a sole source basis for a six (6) month period of performance with a three (3) month option period for engineering, test and evaluation, interoperability, technical and specified logistic services to support AEGIS Combat System, major weapon systems programs, test and evaluation and post event analysis. Support services are required at shore sites, land based test facilities, shipyards, and aboard ships in ports and at sea for the U.S., Allied Nations, and Foreign Military Sales customers. The services are currently being provided under SeaPort-e Multiple Award Contract (MAC) N00178-04-D-4091 Task OrderL601, which ends 31 March 2010. The request for proposal will be issued on a sole-source basis to Northrop Grumman in the interest of economy, efficiency and continuity of services pending award of the competitive follow-on procurement. NSWC PHD is the Combat Systems ISEA for AEGIS and is the Weapons System ISEA for certain AEGIS Weapon System Elements and Northrop Grumman is the only contractor who can technically and functionally continue this critically needed support without any disruption of service. No other contractor can perform these services for the nine (9) month duration without a transition period. The anticipated date of contract award is 1 April 2010. Notes 22 and 26 apply.
