- General: A sources sought notice was issued under number N1000000035. That number is replaced by N2030100019. Everything issued under N1000000035 is applicable under N2030100019. This is not a new solicitation. This is a combined synopsis/solicitation for commercial services. The National Park Service, Department of Interior, intends to negotiate a sole source, service procurement with Global Business Network (GBN) to acquire the below listed services. The Government believes that the identified contractor is the only responsible source and no other services will satisfy agency requirements, per the Federal Acquisition Regulation (FAR) Part 6.302-1 (a) Authority, 41 U.S.C. 253(c)(1) and (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. A sources sought notice was posted in FedBizOpps on February 2, 2010 with responses for companies to submit capabilities documentation by February 10, 2010. Four companies showed interest and three of them submitted the capabilities documents. The Project Manager and Contracting Officer's Representative reviewed the three documents and found none of the companies possessed experience and established techniques for climate change scenario planning and/or scenario creation that would allow them to transfer their techniques and effectively train NPS specialists in climate change scenario planning (a "train-the-trainer" approach). It would require vendors other than GBN to perform research activities, process development, analysis, toolkit development, and final products that could cost the government up to an additional $100K above the cost for this requirement. GBN would not have to conduct these activities since they already did so under a USGS contract for the NPS in FY2009. As such, an additional cost up to $100K would be borne by the government if a vendor other than GBN would receive a contract. This would not represent a best value for the government and would not be frugal on the expenditure of public monies. This acquisition is being conducted and negotiated under the procedures of FAR 12 and 13, in conjuntion with other FAR parts, like Part 37 (Services). The Government intends to conduct a sole source acquisition as defined in FAR 2.101 with the identified contractor for the required supplies and services. This notice is not a request for competitive quotes. Award is anticipated to occur within 2 weeks after receipt of GBN's proposal. The government will evaluate unsolicted proposals per FAR Part 15.606, which may include an evaluation by a Technical Evaluation Panel. Criteria and acceptance of an unsolicited proposal will be in accordance with FAR Part 15.607 and the requirements of this solicitation as applicable. Unsolicited proposals must include the firm's Dun and Bradstreet number and identification of business size in accordance with the size standard for NAIC 541990 with a small business size of $7.0 million. Contractors submitting an unsolicited proposal need to be registered in the Central Contractor Registration (CCR) system and should have representations and certifications posted on the Online Representations and Certifications Application (ORCA) website.
