Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this Pre-Solicitation Notice is to notify potential offerors of the Navy's requirement under RFP N40084-10-R-0008, to Repair Pumps for Drydocks #4 and #5. The project will be solicited as an unrestricted procurement using the source selection procedures in accordance with Federal Acquisition Regulations (FAR) Part 15.101 and 15.3. The Government anticipates award of a Firm-Fixed Price contract for the work to be performed at Commander Fleet Activities Yokosuka (CFAY), Yokosuka, Japan. Estimated cost is between $5,000,000 and $10,000,000. An option for an additional two pumps would be awarded within 150 days after contract award. The solicitation utilizes source selection procedures which require offerors to submit price and technical proposal, past performance, experience information and price proposal for evaluation. Evaluation of proposals will be based on price and technical evaluation factors as stated in the solicitation, with contract award to be made to the offeror submitting the best value to the Government. This project is a Design Build effort and will include but is not limited to the replacement of de-watering main pump units, butterfly valves, and other equipment and utilities located in the pump house serving dry docks 4 & 5 (Bldg A64). The project includes all design and construction works including necessary work to carry in and carry out the de-watering pump units. The work also includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform construction. The North American Industry Classification System (NAICS) code is 237110, Water and Sewer Line and Related Structures Construction. Anticipate a one-time Pre-Proposal Conference and Site Visit on or about the third week of April 2010.
