- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for three (3) Ka-bandAntenna Systems with the following specifications:MINIMUM TECHNICAL SPECIFICATIONS:This order is for three (3) Ka-band conventional circular parabolic dish satelliteantennas. NASA is to supply the positioner / pedestal and waveguide diplexer.General:The antenna system shall include the following minimum components: Antenna; SwitchablePolarizer (RHCP, LHCP); Circular-to-rectangular waveguide transition.The antenna system shall meet or exceed the following requirements: The antenna shall beof a solid reflector design; the RF interface to the antenna shall be located on the backside of the reflector, near the center. After delivery NASA will integrate a positioner,waveguide components and other hardware to the rear of the antenna. The nominal size ofthe antenna is 24-inches in diameter and operate in the Ka-band frequency bands specifiedbelow:The antenna shall be capable of simultaneously transmitting and receiving using the samepolarity; selection of polarity (LHCP or RHCP) shall be electronically switchable viaremote control; Antenna Test Data C Each antenna delivered shall be accompanied with thefollowing minimum measured test data: Main Beam Gain and Beamwidth for each polarization;Co-polarized patterns for each polarization; Cross-polarized patterns for eachpolarization.Measurements shall be made at the bottom, middle, and top frequencies of the transmit(TX) and receive (RX) bands (at 22.55, 23.05, 23.55, 25.25, 26.375, and 27.50 GHz).Mechanical: Diameter: 24' nominal (less than or equal to) 30' diameter); Wind Load: 120MPH Survival; Life Expectancy: 5 years. Electrical: RX Frequency Range: 22.55 to 23.55 GHz; RX Gain: Greater than or equal to40.0 dBic; TX Frequency Range: 25.25 to 27.50 GHz; TX Gain: greater than or equal to41.25 dBic; Power Handling Capability: 200-Watts (CW); HPBW: Greater than 1.0 degree (TXand RX bands); Polarity: LHCP or RHCP, Remotely selectable; Axial Ratio: Less than orequal to 1.3 (17.7 dB polarization discrimination); VSWR: < 1.4:1 over full RX and TXbands; First Sidelobe Level: 16 dB or lower; Radiation Pattern / Envelope: Shall meet orexceed F.C.C. 25.209 Antenna Performance Standards (see Note 1); RF Interface WR-42standard grooved waveguide with 4- mounting holes.Note 1: http://www.access.gpo.gov/nara/cfr/waisidx_00/47cfr25_00.htmlEnvironment: Operational Temperature Range: -30 degrees C to +55 degrees C; AtmosphericPressure: Up to 10,000 feet; Relative Humidity: 0% to 100% condensing; AtmosphericConditions: Salt, pollutants and contaminants as encountered in coastal and industrialareasThe provisions and clauses in the RFQ are those in effect through FAC _2005_- 38.This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 334220 and750 employees, respectively. The offeror shall state in their offer their size statusfor this procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 isrequired within 90 days ARO.
