- DESC A MARKET SURVEY is being conducted to determine if there are adequate contractors for this project. The proposed project is a web-based training program for the Louisville District U.S. Army Corps of Engineers. The proposed contract work includes: a) production of interactive video training modules on topics related to Corps of Engineers mission activities (field and office safety practices and accident prevention, in accordance with US Army Corps of Engineers Manual 385-1-1, Safety and Health Requirements Manual and OSHA 29 Code of Federal Regulations 1910 and 1926; and modules to demonstrate and train employees on completion of Corps of Engineers specific forms); b) preparation of web-based access (capable of operating in an low bandwidth environment) to the training modules, with reporting, tracking and testing features associated with the training; c) maintain the training site throughout the contract, including updating content as technical requirements and circumstances change. The proposed project would contain a two-year base period with three (3) one-year option periods. The anticipated Contract duration range is between 730 and 1825 calendar days, as determined by award of the contract options. The North American Industry Classification System (NAICS) Code is 611430 with a size standard of $7,000,000. The solicitation, when issued, will be a Request for Proposal, consisting of both technical and price proposals. Technical proposals will be evaluated on factors such as (as an example): Experience, Management, and Past Performance. All interested businesses should notify this office in writing by mail at the above address to the attention of Heather Bauer, or by fax to 502-315-6195 by noon (Louisville local time) March 18th, 2010. Responses should include: (1) Identification of company as a small business type, if any (Hubzone, 8(a) certified small business, or Service Disabled Veteran small business); (2) Past Experience with projects that are similar in size and scope to the proposed project; and (3) sample of a previously-developed training video module which includes a testing and reference portion as part of the module; (4) sample of reporting and tracking functions available through web-based training system.
