Description
Amendment #3 This is a pre-solicitation notice for Indefinite Delivery/Indefinite Quantity (IDIQ) Design/Build Multiple Award Construction Contract (MACC) at Al Udeid Air Base, Qatar, with 1-year basic period plus four 1-year options. The MACC is a contract for execution of design-build projects by individual task orders on an as needed basis and consists of broad range of repair, alteration and/or new construction work on various real property facilities, along with specific work such as, but not limited to, carpentry, road repair, roofing, excavation, interior and exterior electrical work plumbing, sheet metal, painting, demolition, concrete, masonry, welding, mechanical, minor constructions to include modular type construction as well as K-spans, and other construction trades. Description of the work will be identified in each individual task order. Individual task orders may be as low as $10,000.00, and as high as $3,000,000.00. The program value is Not-to-Exceed $40,000,000.00 over a five-year period per contractor. The government may award multiple contracts up to four, while the government reserves the right to award less than four. The multiple contract awards will be made to offerors who provide the Government with the best value, using Performance Price Tradeoff (PPT) process in accordance with AFFARS 5315, and Mandatory Procedure (MP) 5315.305, paragraphs 5.5.2 and 5.6.2.1., and Informational Guide (IG) 5315.101-1, with evaluation factors to be included in the RFP consisting of; 1) Technical Acceptability, 2) Price of Seed Project, and 3) Past Performance. The RFP will identify one seed project, and award of the seed project at the time of contract award will satisfy the guaranteed minimum of $50,000.00 for the life of the MACC. All other successful awardees not receiving award of the seed project at the time of contract award are guaranteed a minimum of $50,000.00 for the life of the MACC. The government will compete future individual requirements among the awardees. The solicitation for MACC pre-announced here is expected to be issued on or about 23 Jan 10. The closing date and time for submission of offers as well as the date and time for pre-proposal site visit will be contained in the solicitation package which will be made available only on Electronic Posting System (EPS) government point of entry (GPE) Web Site at http://www.militarycontracting.com and https://www.fbo.gov/ at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs.
