- Description
- The NATO Communication and Information Systems Services Agency (NCSA) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of Oracle Database Administrator (DBA) services to support the Core Capability Geographic Services (Core GIS) at the NCSA HQ, which is located at Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium; and at other NATO locations. NCSA is implementing Bi-SC Core Capability Geographic Services in support of NATO operations and NATO commands. The Core GIS System Manager and the Core GIS Help Desk assume responsibility for the monitoring, control, and reporting of the services in the event of a technical failure in this system. NCSA HQ is currently looking to provide support by an Oracle DBA to the Operations and Maintenance (O&M) team. The proposed contractor’s personnel shall have a minimum of 3-5 years experience as an Oracle DBA on a Windows 2003 platform and demonstrated ability in tuning and administering Oracle databases. The base contract is for a minimum of six (6) months in 2010 with up to four (4) one-year support options. NCSA is serving as the procurement agency for this project, which was authorized by the MBC. NCSA intends to use the two envelope bidding procedure. Partial bidding is authorized. The estimated value of this project is not available at this time. The reference for this project is NCSA-NCHQ-10-10 and all correspondence in relation to this procurement shall refer to this reference. The Department of Commerce will be using the same reference. To qualify for nomination to the bidders list for this project, U.S. firms must hold a current SECRET level facility security clearance and must be pre-approved for participation in NATO ICB. (See Bidding Procedure section). In addition, all personnel performing onsite services in relation to this project must hold current NATO SECRET security clearances. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 06 April 2010 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2.
