- Q) Can you provide more detail on ranking/scoring of proposals? is their a scoring system beyond that listed in the solicitation? will you use sample image, rendering or models provided in proposals to base your selection? A) The proposers can include a sample graphic or drawing but I do not see how I can evaluate them any other way than what is listed on the FBO solicitation. Q) Do you have budget limitations? A) Yes, but nothing that will be shared. Q) The solicitation states Demonstrated knowledge of Army presentation graphical needs. We have done all types of presentations. Is there an Army presentation format for presentations and if so, can you provide the name and location. A) What I was referring to there was preparing a graphic or requested item based on whatever venue we were presenting at. For example if it was a VIP Day presentation or an AUSA poster, those are high visibility marketing venues that require some attention getting designs rather than say a briefing on ATO requirements or a briefing to a general officer that require more subdued approaches. This is really tough to quantify except to say I expect them to be able to generate something based on the type of presentation not just the engineering or equipment being presented. Q) Would you please explain the term overarching graphics representation? Is this a general term or an existing system used? Please provide greater understanding what is being communicated. A) By overarching I am referring to complete system of system views. I may be looking for a graphic representation of lethality, headgear, power and networking included together in one image, not just a picture of any one component or subsystem independently. Q) Please explain what steps have been taken to control the disclosure of IP in the proposal process and during the contract process? A) Two statutes protect proprietary information submitted by offerors under government solicitations. First, the Trade Secrets Act, 18 USC 1905, provides for criminal penalties against any government employee who knowingly discloses trade secrets received in the course of official business. Second, the Procurement Integrity Act, 41 USC 423, provides a series of safeguards to assure that proprietary information, as well as non-proprietary source selection information, is protected from disclosure throughout the competition and thereafter. The key to assuring the confidentiality of proprietary information is that it be properly marked by the submitter. In certain circumstances, proprietary information must be identified pursuant to a specific FAR clause (see e.g., DFARS 252.227-7017) when the proposal is submitted, but for the most part, the proscription against release of proprietary information is broadly applied to all proposal information. If the proposal is selected for award, certain elements of the contract become public records. However, individual unit pricing may still be protected from release under the Freedom of Information Act, if the contractor can show business harm resulting from the proposed release. In addition, name of individual contractor employees are typically redacted under FOIA and the Privacy Act, even if the contract is released to a private entity under FOIA. Q) Is there a start date or window? A) Start window is date of award. Q) Is there current, past or planned specification for his work? A) No.
