Performance Work Statement (PWS) Performance Plan Appendix C (Industrial Saftey Requirements) CDRL for contractors Saftey Plan required in Appendix C Wage Determination (Warner Robins, GA 31098) required by the Service Contract Act This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. In accordance with FAR 6.302-1, the Government intends to negotiate a sole source contract with Olympus NDT, Inc, 48 Woerd Ave, Waltham, MA 02453; under the authority of 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements for ARGUS system scheduled and unscheduled preventative maintenance IAW attached performance work statement. The agency's minimum needs can only be satisfied by the unique supplies or services available from only the above cited source, who possesses unique capabilities demonstrated as follows: The supplier described above, Olympus NDT, is the Original Equipment Manufacturer (OEM) and is the only source for maintenance of the ARGUS system hardware and software, and supply of replacement components. In order to be able to perform the required maintenance services you must have access to the system data. The OEM owns the system data and possess proprietary sights to the data; therefore, Olympus NDT is the only one capable of performing the required maintenance services. This system is critical to the support of the C-5, C-17, C-130, and F-15 aircraft workloads. ARGUS equipment must remain operational to prevent significant impact to the war fighter. The contractor identified is the only known source that can meet all of the requirements. This is not a competitive solicitation and quotes are not being requested. Any other responsible source capable of meeting the requirement may submit technical, delivery, pricing, and past performance data sufficient to determine capability. However, the determination to compete or not to compete this requirement is solely at the discretion of the Government. To be considered, any such documentation must be received NLT 16 March 2010, 12:00PM EST. Only electronic submissions will be accepted and no extensions will be granted.
