- Plans (Amendment 0015) Water Quality Cert Amendment 0015 The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) for the award of a Firm Fixed Price (FFP) Contract to perform maintenance dredging of the Long Island Intracoastal Waterway Federal Navigation Project, NY, in the Moriches Bay section of the channel, with subsequent placement of the dredged material at a nearby beach and/or at a nearby upland stockpile. The proposed maintenance dredging would remove up to 45,040 cubic yards (CY) of predominately sand to a depth of up to 6 feet below Mean Low Water with 2 feet allowable overdepth. The proposed maintenance would also include 1 option for additional dredging of another section of the channel and placement at a nearby beach and/or at a nearby upland stockpile totaling 24,620 CY. The channel is in Suffolk County, NY. It is anticipated that dredging and disposal would take place within the approximate time period of April 2010 to June 2010 for the basic work and Fall/Winter 2010 for the option. The work including the option is estimated to cost between $1,000,000 and $5,000,000. Plans/Specs for the subject project would be available on/about 15 October 2009 with bid opening on/about 11 March 2010. Bid opening will be held at 26 Federal Plaza, New York, New York 10278 in room 1841. The Contractor will be required to commence work within five (5) calendar days after the date of receipt by him of the notice to proceed, to prosecute said work diligently and to complete the basic work no later than seventy-one (71) calendar days after the receipt by him of the notice to proceed. The time for contract completion of the option will be determined by allowing a rate of one (1) calendar day for each 1,500 CY of dredged material placed. The performance period for the option will be 40 calendar days, if exercised. This project is being solicited as small business set-aside procurement. The North American Industry Classification System NAICS code is 237990, Dredging. The business size standard $20.0 million. The SIC Code is 1629, which is Other Heavy and Civil Engineering Construction. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendment, if any, will not be available or issued. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts greater than or equal to $550,000 or more than $10,000 if the contract was terminated for default.
