- This is a combined synopsis/solicitation for commercial items preparedin accordance with the format in Subpart 12.6, as supplemented withadditional information included in this notice. This announcementconstitutes the only solicitation; proposals are being requested and awritten solicitation will not be issued. The Request for Quotation (RFQ)N55236-10-Q-8027 is issued as a Total Small Business Set-Aside. Theapplicable North American Industry Classification System (NAICS) code is561621 Security Systems Services (except locksmiths). The small businesssize standard is $12.5 Million in annual revenue. This solicitationdocument and incorporated provisions and clauses are those in effect throughFederal Acquisition Circular 2005-38 (Effective on 10 December 2009). DESCRIPTION: The requirement is for a firm-fixed-price (FFP) type purchaseorder; Contract Line Item No. (CLIN) 0001 is to provide the necessaryequipment to produce 7,500 individual security badges for contractorpersonnel who will require access to the USS Carl Vinson (CVN-70) to performmaintenance. The equipment must be set up in time to support the arrival ofthe USS Carl Vinson in San Diego. Period of performance is 22 MAR 2010through 31 MAY 2010. Refer to Attachment (1) for the entire statement ofwork. PACKAGING REQUIREMENTS: Packaging and preservation shall be performedin accordance with the best commercial practices to afford maximumprotection against damage. DELIVERY INSTRUCTIONS: Item shall be priced atF.O.B. Destination and shall be delivered in accordance with the attachedstatement of work. Inspection and acceptance shall be at destination by the Government.52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government willaward a contract resulting from this solicitation to the responsible quoterwhose quote conforming to the solicitation will be most advantageous to theGovernment, price and other factors considered. The following factors shallbe used to evaluate quotes: (i) technical capability of the item quoted tomeet the Government requirement and (ii) price. The lowest priced quotethat is technically acceptable shall be selected for the award. (b) Options(not applicable). (c) A written notice of award or acceptance of a quote, mailed, orotherwise furnished to the successful quoter within the time for acceptancespecified in the quote, shall result in a binding contract without furtheraction by either party. Before the quotes specified expiration time, theGovernment may accept a quote (or part of a quote), whether or not there arenegotiations after its receipt, unless a written notice of withdrawal isreceived before award. Quoters shall be determined responsible in accordance with FAR 9.104-1. Theprice proposal shall state the unit cost and total price of the itemrequired, inclusive of shipping to the destination listed above. APPLICABLE PROVISIONS AND CLAUSES: Quotes received without the completed copy of the provision at FAR 52.212-3may be considered non-compliant. Lack of registration in the Central Contractor Registration (CCR) databasewill make a quoter ineligible for award. The FAR requires the use of the Online Representations and CertificationsApplication (ORCA) in Federal solicitations as a part of the proposalsubmission process to satisfy FAR 52.212-3. Quoters who've completed ORCAshould notify the contract specialist before solicitation's closing date andtime so it can be downloaded by the procuring contracting office.
