Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This action is numbered 10WRQQ0136. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38, dated 01 Feb 2010. This acquisition is set-aside for 100% small business participation. The associated NAICS code is 541620 - Environmental Consulting Services, with an associated size standard of $7.0M. The purpose of this requirement is to gather data on perennial and annual plants along new transects at multiple plots and sites (estimated total of 76 transects) in April 2010, enter the data sets in excel files, and prepare tables of data summaries, using previously established techniques. The Department of Interior, U.S. Geological Survey, Western Ecological Research Center, has a need for the conduct of perennial and annual plant transects at multiple (approximately 76) sites in western San Bernardino County, California. In 1989 and 1990, the desert tortoise was listed as a threatened species by the State of California and US. Fish and Wildlife Service, respectively. The U..S. Geological Survey, Biological Resource Division, is undertaking research on study plots for the species, both on the species and on its habitats. This procurement includes multiple tasks: gathering perennial and annual plant data and conducting the preliminary analysis at four new plots (estimated 8 transects per plot, N = 32) and 44 additional transects at 44 sites in 2010 in the central Mojave Desert north of Barstow and I-15. Qualifying parties may request the complete statement of work by contacting Janet Janes, Contracting Officer, jjanes@usgs.gov. Following are contract line item numbers with their associated descriptions, quantities, and units of measure for the perennial and annual plant transects: Line Item 0001AA Labor for gathering data at 76 Transects, Qty 1 Lot; Line Item 0001AB Travel and Per Diem to Field Sites, Qty = 1 Lot; and Line Item 0001AC Equipment and Materials, Qty = 1 Lot. The Contractor shall provide individuals with the necessary skills to perform the work as specified under Key Personnel, paragraph H.4.0 of the Statement Of Work. Prospective contractors are advised that the following provisions are applicable to this solicitation document. 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008);52.212-2, Evaluation - Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest price, technically acceptable offer.
