Description
PRE-SOLICITATION NOTICE The Federal Law Enforcement Training Center (FLETC), Glynco, Georgia and Agency of the U. S. Department of Homeland Security is seeking a qualified Design/Build firms to provide design and construction services to renovate an administration facility at the Federal Law Enforcement Training Center, Glynco, Georgia. This Two Phase Design/Build procurement is 100% 8(a) set-aside. Size standard under NAICS 236220 is $33.5 million; Project Cost range is between $5,000,000.00 and $10,000,000.00. The work requires design and renovation of a 24,600 square ft., three story office building at the FLETC Glynco Campus, Glynco, Georgia. The estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00 with a performance period of 550 calendar days. A SOLICITATION NOTICE MAY BE AVAILABLE ON OR ABOUT 10 MARCH 2010. The administration facility is a 24,600 square ft., three story steel framed structure used for office space in support of training programs at the FLETC. This project will include demolition back to the structural elements then renovation to a new administrative facility. Furnishings, equipment and fiber/copper/cable TV cabling shall be provided for all spaces. Personnel elevators and space for electrical, mechanical, IT and janitorial equipment are required. ADA requirements shall apply to first floor only. Site improvements such as exterior lighting, sidewalks, landscaping and handicapped parking are included. Existing parking space will remain as is. The building will have the goal of reducing energy use by 30% compared to the baseline building performance rating per ASHRAE Standard 90.1 Energy Standard for Buildings. The building must be able to achieve a LEED Silver rating; documentation must be provided to confirm LEED rating; submission for certification will be a government option. It is anticipated that 3 to 4 firms will be selected from this Phase 1 solicitation for the RFP/Phase 2 solicitation. Additional design and construction criteria for the project will be included in the RFP package. The RFP package will include the Phase 2 selection factors and will be issued to the firms selected from the phase 1 solicitation. The RFP package will include design criteria for code compliance, performance and prescriptive specifications, design and construction submittal requirements, space utilization plans, floor plans, elevations, wall sections, finish schedule, conceptual site plan, site survey, and soils report. The criteria will rely upon industry standards, where allowable, to afford the Offeror a degree of design flexibility while meeting specific project requirements. The successful Offeror must design and construct a complete and usable facility as described in the RFP documents.
