Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Office of Cancer Survivorship (OCS) plans to procure on a sole source basis with John Wiley & Sons, Inc., 111 River Street, Hoboken, NJ 07030 for supplemental publications services regarding a special supplement issue for the Journal, Cancer, based on articles generated from the 2008 Biennial Cancer Survivorship Research Conference. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for three (3) months from date of award. The key mission of the DCCPS/OCS is to enhance the quality and length of survival of all persons diagnosed with cancer and to minimize or stabilize adverse effects experienced during cancer survivorship. One of the ways the OCS fulfills this mission is by promoting the dissemination of information to researchers examining survivors’ outcomes, professionals who treat cancer patients and the public, concerning the problems and needs of cancer survivors and their families and interventions to address these. To permit even broader dissemination of information, the OCS published papers from the 2002 and 2006 conferences in the main journal of the American Cancer Society (ACS), Cancer. The current requirement seeks to use this same journal outlet for publication of the 2008 conference papers. The contractor shall provide all publishing services associated with publishing the content, including typesetting, editing, coordinate peer review and any necessary corrections and revisions to the supplement. The contractor shall provide copies of peer review forms for all manuscripts, edited page proofs and copies of the final published Supplement issue. John Wiley & Sons, Inc. is the sole publisher for the journal Cancer. Cancer was selected as the dissemination vehicle of choice for three main reasons: First, because it is the main journal of the American Cancer Society, a partner in the support and conduct of the biennial cancer survivorship conferences. Second, Cancer was considered an ideal outlet for sharing the survivorship science as it is widely read by members of the national as well as international scientific and clinical communities, specifically those interested and involved in the treatment and care of cancer survivors and their family members. Third, Cancer has a supplement series, permitting publication of large sets of papers on identified topics, something that few cancer journals are willing to accommodate. Finally, according to the NIH Library it has an impact factor of 5.238 (2008 rating) placing it above many other cancer-focused journals that accept sets of papers. The aforementioned makes them uniquely qualified to fulfill the government’s requirement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on March 17, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
