Description
This is the Solicitation and all accompanying attachments for FA3002-10-R-0041 Pittsburgh N Gas System. This is the Combined Synopsis/Solicitation for the Pittsburgh Air Reserve Station Natural Gas System. This synopsis' pre-solicitation notice was FA3002-09-R-0021. The Pittsburgh Air Reserve Station (ARS) is home to the 911th Airlift Wing (AW), Air Mobility Command. The installation is located in the western portion of Allegheny County, Coraopolis, Pennsylvania, within Pittsburgh International Airport (PIT). The Base is approximately 16 miles northwest of downtown Pittsburgh located along Pennsylvania Route 60 (future I-376). The main base area is comprised of approximately 115 acres (12 acres government owned and 103 acres leased from Allegheny County) in the eastern portion of the Pittsburgh International Airport. The Pittsburgh ARS natural gas distribution system consists of all appurtenances physically connected to the distribution system from the point in which the distribution system enters the Installation and Government ownership currently starts to the point of demarcation, defined by the Right of Access. The system may include, but is not limited to, pipelines, valves, regulators, and meters. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Contractor with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Contractor shall base its proposal on site inspections, information in the technical library, other pertinent information, and to a lesser degree the following description and inventory. Specifically excluded from the natural gas distribution system privatization are: • Building interior valves • Clinton Outdoor Training Site • Morgantown Municipal Airport Air Force Reserve Site Pittsburgh Air Reserve Station (ARS) natural gas is provided by Dominion Peoples Natural Gas Company. Natural gas is supplied by a six (6) inch main line that enters the base from the northeast corner and passes through to the gas metering facility, Building 119. Dominion Peoples Natural Gas Company owns the gas main and Building 119, thus these components will be excluded out of the inventory. Pipe size ranges from one-half (1/2) inches to six (6) inches. The total estimated length is approximately 17,400 linear feet of piping distribution placed at an average depth of four (4) feet, with a depth range from 2 to 6 feet. Approximately 20% of the system is under pavement. The system is made of high density polyethylene (HDPE) piping, but there are large segments where the HDPE pipe was slip lined into pre-existing steel pipe. In short, above-ground pipe segments leading from the ground to the building meter or valve connection point, exists non-HDPE lined steel pipe service lines. Due to the small amount of metallic components in the system, cathodic protection is not present in the system. Normal base distribution pressure is 10 pounds per square inch gauge (psig). The system was upgraded in the early 1990s to HDPE piping. During this upgrade, marker tape was not installed where the steel pipe sleeve acts as tracer wire.
