Description
This is the Solicitation and all accompanying attachments for FA3002-10-R-0042 Pittsburgh Wastewater System This is a Combined Synopsis/Solicitation for the Utility Privatization of the Wastewater Distribution System at Pittsburgh Air Reserve Station. This synopsis' pre-solicitation notice was FA3002-09-R-0023. The Pittsburgh Air Reserve Station (ARS) is home to the 911th Airlift Wing (AW), Air Mobility Command. The installation is located in the western portion of Allegheny County, Coraopolis, Pennsylvania, within the southeastern side of Pittsburgh International Airport (PIT). The Base is approximately 16 miles northwest of downtown Pittsburgh located along Pennsylvania Route 60 (future I-376). The main base area is comprised of approximately 115 acres (12 acres government owned and 103 acres leased from Allegheny County) in the eastern portion of the Pittsburgh International Airport. The Pittsburgh ARS wastewater collection system consists of all appurtenances physically connected to the collection system from the point of demarcation defined by the Right of Access. The system may include, but is not limited to, pipelines and manholes. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Contractor with a general understanding of the size and configuration of the system. The Government makes no representation that the inventory is accurate. The Contractor shall base its proposal on site inspections, information in the technical library, other pertinent information, and to a lesser degree the following description and inventory. Specifically excluded from the wastewater collection system privatization are: • Oil/Water Separators • Grease Traps • Storm Sewers • Clinton Outdoor Training Site • Morgantown Municipal Airport Air Force Reserve Site • Wastewater generated by the Pittsburgh ARS discharges into Moon Township Municipal Authority's (MTMA) 15-inch sanitary sewer main via four (4) MTMA owned manholes along the east side of the Base, after which it travels south to MTMA's wastewater treatment plant. The wastewater is not metered prior to entering the county's sanitary sewer system. • The entire sanitary sewer collection system measures approximately 17,000 linear feet and is comprised of clay and polyvinyl chloride (PVC) pipe. Sections of PVC pipe have been installed with marker tape and tracer wire as a result of system replacements and/or new construction. No lift stations exist on Base due to the topography which allows all wastewater to drain by gravity. The wastewater collection system consists of main and lateral gravity-flow pipelines, brick and pre-cast manholes, and oil/water separators. • The system mains range from 6 to 8 inches in diameter while the laterals range from 4 to 6 inches in diameter. Depth of cover varies from 4 to 16 feet below grade at an average depth of 10 feet. Twenty percent of main base piping is assumed under asphalt pavements and five (5) percent of airfield piping under concrete pavement. The main system was installed during Base construction from the mid-1940s through the mid-1950's. The only significant modifications to the original construction have been manhole and minor line repairs in the mid 1980s and mid 1990s. In addition, newer lateral line service has been added for newly constructed buildings.
