Description
SPECIAL NOTICEVA-248-10-RP-0265 JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION This is a sole source procurement under the 'Other than Full and Open Competition' (FAR 6.302-1). The associated NAICS code for the smart OR 1 equipment training and maintenance contract is 811219. ASAO East 8 Department of Veteran Affairs intends to award a sole source contract for VAMC Miami for training, maintenance, and routine repair for the Smart OR1 to, Karl Storz Endoscopy-America, Inc 2151 E. Grand Avenue, El Segundo, California 90230-7600. AUTHORITY CITED: A.) FAR 6.302-1 REASON FOR AUTHORITY: FAR 6.302-1: Market research found Karl Storz is the manufacturer of the equipment and the only company with factory specialized technicians to work on the Smart OR1 system and the only company authorized to operate Karl Storz proprietary functional design. Karl Storz is the only company with systems engineers and sales representatives that have been factory trained and certified to service all Karl Storz equipment. In addition Karl Storz has a strict warranty policy that states any work, replacement, reinstall, code modification/upgrade, or repair performed on Karl Storz video and integration components by parties other than Karl Storz factory trained technicians will void both the standard and extended service warranties on the smart OR 1 system. APPLICABLE CONDITIONS: The contractor shall provide services to the Department of Veterans Affairs Medical Center, Miami, Florida. The contractor shall provide maintenance/certification services in accordance with manufacturer's specifications. The services to be performed by the vendor will consist of the following, Inspection, preventative maintenance and repair of Karl Storz endoscopes, instrumentation and electromechanical devices. Facilitation of service exchanges or repairs as requested or authorized by customer, daily management, operation and troubleshooting support of all Karl Storz products including video equipment and OR 1 equipment. Anticipated award date is April 1, 2010 for a one year contract with four option years to extend. To include in-service and individual instruction to staff related to causes and resolution of troubleshooting events, monitoring of care and handling practices and processes of KSEA equipment, endoscopes and instrumentation for the purposes of reducing damage risks and incidents and promoting process improvements. Performance of routine, and, as requested, in-servicing on proper care and handling of Karl Storz equipment, endoscopes and instrumentation. Organization and delivery of service activity reports, education, troubleshooting, process improvements and damage frequency reports. The contract will be established for five years however the determination of needed services will be based on COTR and staff knowledge on operation of equipment. EFFORTS TO OBTAIN COMPETITION: This Notice of intent is not a request for competitive quotes. However, any firm that believes it can meet these requirements may give written notification to the Contract Specialist, who will evaluate all responses received. The determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
