Description
THIS ACQUISITION WILL BE FUNDED WITH AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) FUNDS; AS SUCH THE AWARDEE WILL BE REQUIRED TO SUBMIT TO SPECIAL REPORTING IN ACCORDANCE WITH FAR CLAUSE 52.204-11. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quote (RFQ) number is EA133M-10-RQ-0157. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular 05-38. The RFQ is set aside for small businesses. The associated North American Industry Classification System (NAICS) code is 333618, which has a corresponding size standard of 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA) requires the following items: CLIN DESCRIPTION QTY UNIT PRICE 0001 Main Engine Overhaul of EMD Engine 1 JOB $___________ aboard NOAA Ship DELAWARE II in accordance with the Statement of Work (SOW). 0002 Inspection Findings Report in accordance 1 EA NSP* with paragraph 3.1.9 of Standard Specification AMC-233-1A, Overhaul of Diesel Engines. * - Not Separately Priced START SPECIFICATION: MAIN ENGINE MAJOR OVERHAUL 1. Scope: This Detail Specification contains the general requirements and procedures to perform a Major Overhaul on the main engine. 2. References (a) NOAA Standard Specification AMC-0001F, "General Requirements for Ship Repair Contract Work on NOAA Ships". 3. Government Furnished Equipment 3.1 EMD 567 Power Packs 12 ea. 4. Requirements 4.1 General - The following requirements apply to all work: 4.1.1 All work is scheduled to be performed at NOAA's Northeast Support Facility, 166 Water Street, Woods Hole, MA. All work shall be accomplished in accordance with Reference (a) 4.1.2 All modifications and repairs shall be accomplished in accordance with American Bureau of Shipping (ABS) Rules, maintaining the current ABS Classing. The NOAA Ship DELAWARE II is currently classed  AMS  A1 ACC, ABS ID# 6801733. 4.1.3 Except as otherwise specified, the contractor shall provide all labor, material, services, tools, supervision, and technical expertise needed to accomplish the work required by this specification. 4.1.4 All work shall be performed by an authorized repair facility of the engine manufacturer for the model of engine specified, and shall be performed in such a manner that the manufacturer's warranty on parts and labor is not voided. 4.1.5 Provide and install "mandatory-renewal" parts and components during the overhaul as required by this specification, Detail Specification, and other procurement documents. Renewal of other parts and components determined to be needed may be provided by the government and shall be installed by the contractor. Additional needed parts and components which are not provided by the government will be negotiated by the Contracting Officer as an additional cost to the purchase order or contract. 4.1.6 Except where remanufactured components are authorized or specified, all components and parts used in the engines shall be new original equipment manufacturer (OEM) non-surplus components and parts. Prior to installing new and remanufactured components and parts, perform visual and dimensional inspections to verify that the components and parts are acceptable for use. 4.1.7 Where remanufactured components are provided (as authorized or specified), existing components shall be replaced on an exchange basis with components which have been remanufactured at the engine manufacturer's factory and the existing components become the property of the contractor in their as-found condition. When factory-remanufactured components are not available, the existing components shall be disassembled, cleaned, inspected, repaired (including renewal of all parts needed), reassembled, and calibrated by the manufacturer's factory or a manufacturer-authorized repair facility. Remanufactured components shall meet the manufacturer's remanufactured specifications and shall be restored to a condition of reliability equivalent to new components and parts. The only parts renewal for which additional costs will be negotiated are component bodies and casings. 4.1.8 All work shall be in accordance with the manufacturer's service, maintenance, and overhaul technical manuals, including all current and applicable amendments and service bulletins. Unless otherwise specified, the contractor shall provide a copy of the applicable manuals, amendments, and service manuals at the job site. All repairs shall be made according to the manufacturer's engine specifications, clearances, tolerances, and procedures. 4.1.9 Disassemble the engine(s), components, and parts to the extent specified herein and in other procurement documents. Whenever the extent of disassembly is not specified, disassembly shall be to the extent required to perform the required 4.1.10 Thoroughly clean and conduct a thorough visual inspection of all disassembled parts for cracks, scoring, chipping, pitting, signs of overheating, excessive wear, signs of distress, and other defects which could affect serviceability of the engine. 4.1.11 After inspections and tests have been completed and prior to reassembling the components, submit a typed report of all inspection findings and test results, including a record of all measurements and readings taken, to the Contracting Officer's Technical Representative (COTR) or other NOAA representative named in the procurement document. Include in the report recommendations for all additional repairs, inspections, tests, and part renewals needed to insure continued reliable service of the engine. Do not proceed with any additional (not covered by scope of previously required work) repairs, inspections, tests, part renewal, or reassembly until authorized by the Contracting Officer or purchasing agent who issued the procurement document. 4.1.12 After the report has been accepted and all additional work has been completed, reassemble and reinstall all components that were previously disassembled or removed. 4.1.13 Remove and reinstall interferences as required to accomplish the required work. 4.1.14 Daily clean up all debris incidental to the performance of the required work. Upon completion of all work, clean all work sites to their as-found condition. 4.1.15 Coordinate mechanical and electrical tagouts through ships force engineering department. 4.2 Major Overhaul. Perform a Major Overhaul on the ship's main engine; the following requirements apply: NOTE: Use the government furnished power packs to replace the existing power packs. 4.2.1 Drain and properly dispose of all liquids in the engines. NOTE: The lube oil will be drained out of each SSDG engine by ship's force. The contractor shall be responsible for draining all other liquids. 4.2.2 Renew all of the following "mandatory-renewal" parts and components. Where "remanufactured" is added in parenthesis after a component, a remanufactured component may be provided in lieu of a new component. a. Seals, o-rings and gaskets of all removed and disassembled components and parts NOTE: The crankcase/oil pan gasket shall NOT be replaced. b. Rocker arm assemblies c. Front and rear crankshaft seals d. Crankshaft main bearings e. Connecting rod bearings f. Front and rear gear train bushings/bearings g. Front accessory bushings/bearings h. Camshaft bushings i. Blowers (remanufactured) j. Thermostats and water temperature regulators k. Cylinder packs (remanufactured) l. Cylinder head assemblies (remanufactured) m. Fuel injectors (remanufactured) n. Air starting motor (remanufactured) o. Fuel transfer pump (remanufactured) p. Governor Actuator (remanufactured) q. Fresh water pumps (remanufactured) r. Sea water pump (remanufactured) s. Lube oil pumps (remanufactured) t. Hoses u. Aftercooler cores (remove, clean, pressure test) v. Oil cooler core (remanufactured) w. Filter elements x. Lube oil y. Coolant and non-chromate corrosion inhibitor z. Renew the gasket on each side of the first exhaust expansion joint from the engine. aa. Replace the main engine lube oil cooler floating header seal. 4.2.3 Clean, inspect, test and reassemble the following components: a. Camshafts b. Cam followers c. Crankshaft vibration damper d. Fuel system linkage e. Spacer plates and driven unit alignment f. Other components to the extent required to perform the required inspections, tests, and repairs, and to the extent required to renew parts and components. 4.2.4 Conduct a complete dimensional inspection of all parts which have surfaces subject to wear. 4.2.5 Conduct visual and dimensional inspections of the crankshaft journals. 4.2.6 Take a complete set of backlash readings on the camshaft and accessory drive gears. Inspect gears for galling, scoring, pitting, excessive wear, and other defects which could affect serviceability. 4.2.7 Refill the coolant and lube oil systems. The coolant system shall be refilled with fresh water and the same type of non-chromate corrosion inhibitor as existing and the lube oil crankcase shall be filled with the same type lube oil as existing. 4.3 Tests. Conduct the following tests of the engine after all components have been reassembled. 4.3.1 Test all alarm and shutdown systems prior to starting the engine. Conduct a preliminary tune-up of the engine. 4.3.2 Monitor engine operations as the ship's engineers start the engine. Check all joints for leaks. 4.3.3 Perform operational tests of the engine as follows: a. Operate engines at no-load for one hour and until normal no-load operating temperatures are reached. b. Increase the load on the engine to 25-percent of its normal operating full load and operate for one-half hour. c. Increase the load on the engine to 50-percent of its normal operating full load and operate for one-half hour. d. Increase the load on the engine to 75-percent of its normal operating full load and operate for one hour. e. Increase the load on the engine to 100-percent of its normal operating full load and operate for two hours. 4.3.4 For main propulsion diesel engines, the ship will have to get underway for sea trials in order to achieve the specified loads. Provide qualified technicians to ride the ship, observe the operations, make adjustments, and record data. 4.3.5 During and following each operational test period, make adjustments, correct leaks, and monitor performance of the engine. 4.3.6 Near the end of each operational test period, take and record the following information: a. crankcase pressure b. cylinder exhaust temperatures c. lube oil temperatures d. water temperatures e. fuel oil pressures f. lube oil pressures g. water pressures h. electrical load on generator prime movers i. exhaust back pressures j. air box pressure k. other operating parameters as permitted by installed instrumentation. 4.3.7 Prepare and submit to the COTR or other NOAA representative named in the procurement document a report of all data taken in conjunction with the test periods. Include in the report the manufacturer's recommended limits for the applicable parameter. 4.3.8 During the performance of the tests, continually monitor the temperatures and pressures and compare them to the manufacturer's recommended limits. If at any time a temperature or pressure exceeds or falls below the manufacturer's recommended upper or lower limits, the tests shall be stopped and the cause is to be determined. After the cause has been corrected, the tests shall be restarted from the beginning. 4.3.9 Renew all of the lube oil filters after a successful operational test. 4.4 Final Adjustments and Tune-up. After satisfactory completion of the operational tests, perform the following: 4.4.1 Reset valves, reset injectors, and set governor speed. 4.4.2 Conduct final adjustments and tune-ups as required to provide smooth, efficient, and reliable operation of the engine. 4.4.3 Paint all new unpainted parts (remanufactured) with OEM paint. 5 Quality Assurance 5.1 COTR inspection. 6 Notes 6.1 The main engine uses Mobilguard 450 NC. Approximately 250 gallons of oil is required. 6.2 The ship uses Maxiguard -100 corrosion inhibitor. Ten gallons is required when refilling the coolant system. 6.3 The following is the engine and governor information: Manufacturer: EMD Model Number: LL-12-567C Serial Number: 65-D1-1025 1025 horsepower, 900 RPM, 2 cycle, with dual blowers Governor Manufacturer: Woodward Type: PGA Serial Number: 1140028 6.4 The main engine does not have turbocharges or aftercoolers. 6.5 The sea trial for the ship is scheduled for April 20, 2010. END OF SPECIFICATION The Main Engine Overhaul shall start March 22, 2010 and be completed by April 2, 2010. A site inspection will be held on February 19, 2010 at the Northeast Marine Support Facility, 166 Water Street, Woods Hole, MA. Only individuals on the access list will be permitted onto the site to participate in the site inspection. Arrangements to attend the site and be placed on the access list shall be coordinated with the Port Engineer, Mr. Kenneth Marston, at 508-495-2347. The provision at 52.212-1, Instructions to Offerors--Commercial (JUN 2008) applies to this acquisition with the following addendum: Add the following sentence at (b)(4) of the provision: All work shall be performed by an authorized repair facility of the engine manufacturer for the model of engine specified or under the direct on-site supervision of a factory-trained mechanic currently certified by the engine manufacturer. As such, vendors must submit evidence of being an authorized EMD repair facility or if work is to be supervised by a factory trained mechanic, provide evidence of such credentials. Failure to either submit this information or provide information sufficient to evidence this requirement may result in your quote being rejected and not further considered. The provision 52.212-2, Evaluation - Commercial Items (JAN 1999) applies to this acquisition with the following fill-in: Quotes will be evaluated based on price and the ability to meet the qualification requirements stated above. Paragraph (b) of this provision is deleted and annotated as reserved. In accordance with 52.212-1(b)(8), vendors shall include a completed copy of its representations and certifications at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (AUG 2009), with its quote. [An offeror shall complete only paragraph (j) of this provision if the offeror has completed the annual representations and certificates electronically at http://orca.bpn.gov. Note: Paragraph (k)(2) of this provision is considered checked by the Contracting Officer. Thus, the contractor must certify as to whether it is applicable. Depending on how the contractor certifies as to applicability will determine insertion of either FAR clauses 52.222-41, Service Contract Act of 1965 (NOV 2007), 52.222-42 Statement of Equivalent Rates for Federal Hires (MAY 1989), 52.222-44 Fair Labor Standards Act and Service Contract Act - Price Adjustments (SEP 2009), or 52.222-53, Exemption From Application of the Service Contract Act to Contracts for Certain Services - Requirement (FEB 2009). In the event that the vendor does not certify that it is exempt from the Service Contract Act, Wage Determination number 05-2259, Revision 9, dated May 26, 2009 shall be applicable. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision.] Vendors shall refer to www.arnet.gov to obtain a copy of FAR provision 52.212-3.
