- The Program Manager Test Measurement and Diagnostics Equipment, Marine Corps Systems Command (PM TMDE, MARCORSYSCOM), is conducting market research to identify potential sources regarding a research and development (R&D) effort for the design and fabrication of a prototype Downsized Laser Tester (DLT). The intent is to create a compact and lightweight tester that will give the US Marine Corps the capability to test a wide range of laser sources including laser pointers, illuminators, and dazzlers. At a minimum the DLT's test capability should include the following systems:1.AN/PAQ-4C, Infrared Aiming Light2.AN/PAS-28 Med. Range Thermal Binocular3.AN/PEM-1, Laser Boresight System4.AN/PEQ-2A, Target Pointer Illuminator Aiming Light5.AN/PEQ-4, Medium Power Laser Illuminator6.AN/PEQ-5 Carbine Visible Laser7.AN/PEQ-6A, Integrated Laser Light Illuminator8.AN/PEQ-14, ILWIP, Integrated Laser White Light Pointer9.AN/PEQ-15, ATPIAL, Advanced Target Pointer Illuminator Aiming Light10.AN/PEQ-16, IPIM, Integrated Pointer/Illuminator Module11.AN/PEQ-16A, MIPIM, Mini- Integrated Pointer/Illuminator Module12.AN/PSQ-18, Grenade Launcher Day/Night Sight13.AN/PSQ-18A, Grenade Launcher Day/Night Sight14.GBD-IIIC, Green Beam Dazzler IIIC, Non-lethal hailing device15.ISM, Integrated Sighting Module16.IZLID, Infrared Zoom Laser Illuminator Designator 1000P-A117.LA-5/PEQ, ATPIAL High Power18.LA-5A/PEQ, ATPIAL Ultra High Power19.LBS, Laser Boresight SystemThe contractor will be required to provide program management, systems engineering management, configuration management, quality assurance, logistics planning, and support. RFI submissions should include company name, business size, address, point of contact, and email address. Responses should incorporate as much detailed information as possible to demonstrate one's knowledge of the systems listed above, as well as capabilities and experience descriptions, design approaches, design concepts, and experience in designing and producing automated diagnostic test system software and hardware.Any proprietary information submitted may be used in establishing requirements, but specific offeror information will be safeguarded as proprietary. There is no page restriction associated with this RFI. The Marine Corps will use the results of this announcement to determine what capabilities currently exist in the marketplace which meet the Government's requirements outlined above. Interested vendors are requested to submit their responses no later than 2:00pm EST, 23 March 2010. All submissions shall be UNCLASSIFIED. E-MAIL SUBMISSIONS ARE PERMITTED. This RFI does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This RFI is for planning purposes only and shall not be considered as an obligation by the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input submitted in response to this RFI. Responses to this RFI will not be returned.
