- This is the Solicitation and all accompanying attachments for FA3002-10-R-0037 Dobbins Wastewater System. This is a Combine Synopsis/Solicitation for the Utility Privatization of the Wastewater Distribution System at Dobbins Air Reserve Base. This synopsis' pre-solicitation was FA3002-09-R-0026. Dobbins Air Reserve Base in Marietta, Ga., is located 16 miles northwest of Atlanta. Owned by the Air Force Reserve, Dobbins ARB supports more than 10,000 guardsmen and reservists from the Army, Navy, Marine Corps, and Air Force. It is home to nearly 50 aircraft assigned to different flying units and boasts more than 7,500 take-offs and landings each month. Dobbins ARB is the home for the 94th Airlift Wing (94 AW) and Headquarters 22nd Air Force (22 AF). The Dobbins Wastewater collection system consists of all appurtenances physically connected to the collection system from the point of demarcation defined by the Right of Access. The system may include, but is not limited to, pipelines, manholes, lift stations, valves, controls, treatment plants, and meters. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The following description and inventory is included to provide the Contractor with a general understanding of the size and configuration of the system. The Government makes no representation that the inventory is accurate. The Contractor shall base its proposal on site inspections, information in the technical library, other pertinent information, and to a lesser degree the following description and inventory. Specifically excluded from the Wastewater collection system privatization are: • Grease Traps • Oil-Water Separators • Septic Systems • Leach Fields • Pretreatment Systems Dobbins Air Reserve Base has a sewage collection system that serves the majority of the site. The Wastewater collection system is operated and maintained by Dobbins ARB, and includes areas of the base that are occupied by various Reserve Units, including the Army and Georgia Army National Guard. Dobbins ARB does not maintain the Wastewater collection system associated with areas currently occupied by Lockheed Martin. The majority of wastewater generated at Dobbins ARB is delivered to the sewage treatment plant, AF Plant No. 6, located on the southwestern side of the base. Lockheed Martin leases and operates AF Plant No. 6; Dobbins ARB does not operate or maintain the sewage treatment plant. Remote areas of the Base are served by septic tank systems which are isolated from the wastewater collection system. Wastewater from U.S. Army Reserve facilities discharges directly into a collector line of the Cobb County sanitary sewer system that traverses the edge of the base. The installation's wastewater collection system is government owned and operated, and consists mostly of original vitrified clay pipes ranging in size from 4 to 10 inches in diameter, with later expansions consisting mainly of concrete pipe, ductile iron, or polyvinyl chloride (PVC) pipe. The average depth of the collection system in 8' with ranges from 6' to 12', and an estimated 10% of piping is buried beneath 6" asphalt. Sewage is transported to the treatment plant via a network of six lift stations aligned along the collection system. The recent upgrades to the system have been those associated with the construction of new buildings or replacement of collection lines, in which case polyvinyl chloride (PVC) piping was used in place of vitrified clay or concrete piping. Lockheed Martin does not meter the total volume of wastewater. Rather, the base is billed for sanitary sewer services based on total water consumption during the same period. This method is based on an assumption that 75 percent of the base's potable water consumption will re-enter the system as wastewater.
