- This amendment hereby requests final proposal revisions from all parties who participated in the original solicitation to be submitted by 8 March 2010 by 2:00 PM MST to amy.w.franklin@us.army.mil. Additionally, this amendment hereby clarifies the past performance factor in the solicitation. As identified as number 7 of past performance items to be submitted, offerors shall provide copies of all Colorado Department of Agriculture audit reports, cease and desist orders, and notice of violations for the past five years. The final proposal submitted shall provide all such audit reports, cease and desist orders, and notice of violations for both the prime and the subcontractor or state that none were issued.
