- STATEMENT OF WORK This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation/synopsis reference number HQ002800496606 is being issued as a Request for Quotations (RFQ) and incorporates the following with the word “quoter” substituted for “offeror”. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-38 effective 10 Dec 2009 and DFARS Change Notice 20100224. (1) FAR 52.212-1 (Instructions to Offerors – Commercial Items) (APR 2008): (a)Re para (a): NAICS 611430; small business size standard is $7.0M. (b)Note that Para (k) requires offeror to be registered with the Central Contractor Registration (CCR) database at time order is issued and throughout performance. ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO QUOTERS COMMERCIAL ITEMS (i)Quotes shall be submitted in two (2) severable parts and consist of the following items: (a)Part I – Price Quotes: Quoters may use this Combined Synopsis/Solicitation for their price quotes. (b)Part II – Technical Quotes: The technical and past performance portion of the quotes shall consist of narrative and supporting data that address all requirements contained in the SOW. The quote shall provide evidence that the quoter recognizes the scope of services that will be required under the proposed contract and the quoter’s method of performing these services. (1) Technical – The quoter shall provide with their quotes the following documentation: Instructor Qualifications: Quoters shall submit the names, job titles and resumes detailing the experience and accomplishments of the company’s personnel proposed for this requirement. Resumes shall include work history, and related work experience commensurate with the personnel qualifications required at paragraph 3 of the SOW. Training Approach: Quoters shall submit a thorough and current proposed course of instruction, teaching methods and associated instructional materials. (2) Past Performance – Quoters shall submit with their quotes the following documentation: Contract Listings: Provide a written description of three (3) on-going or completed Government contracts within the past 5 years which are in any way similar to the effort required by the RFQ. If the quoters have no Government contract experience, private industry contract information will be acceptable. The description must include the following: Activity name and address Point of contact, phone number and e-mail address A narrative explanation for each reference cited and the similarities of that work with the work required by this solicitation. (ii)The entire quote shall be prepared as described in these instructions to quoters. No other material should be submitted or will be evaluated. (iii)The quoter is responsible for including all products and information requested in the SOW in sufficient detail to permit a complete and accurate evaluation of the technical quote. (iv)PERIOD OF ACCEPTANCE OF QUOTE: Quotes offering less than 90 calendar days for acceptance by the Government from the date designated for receipt of quotes will be considered non-responsive and will be rejected. (2)FAR 52.212-2 (Evaluation – Commercial Items) (JAN 1999) with the following insertion in para (a) “lowest priced technically acceptable offer with acceptable past performance.” 1.The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors and subfactors shall be used to evaluate quotes: a.TECHNICAL: Technical will be evaluated on a PASS/FAIL basis. Award will not be made to an offeror whose quote is determined to be not technically acceptable. (1)Instructor Qualification: In evaluating this subfactor, the Government will consider the instructor work history and related work experience commensurate with the personnel qualifications required at paragraph 3 of the SOW. (2)Training Approach: In evaluating this subfactor, the Government will consider the thoroughness, currency, and quality of the quoter’s proposed course of instruction, teaching methods and associated instruction material. b.PAST PERFORMANCE: Past performance will be evaluated on a PASS/FAIL basis whether the quoter has acceptable past performance and will consider past performance as an indicator of the quoter’s ability to perform the contract successfully. In evaluating this factor, the Government will consider the offeror's past performance on similar contracts in scope and nature of work. The Government will contact the three current and/or previous clients provided by the quoter. The Government may also seek present and past performance information through use of data independently obtained from other Government and commercial sources. All contacts will be requested to briefly state the nature of their involvement with the quoters and will then be asked a series of questions in the following areas: -Do you receive the level of technical support and competence you expect? -Does the company meet the terms and conditions of its contract? -Does management keep you well-informed? -Is the company committed to customer satisfaction? -Is the company able to provide qualified replacement personnel? -Would you continue doing business with this company? -Do you have any additional comments? The past performance evaluation will be based on the quoter’s recent and relevant performance, source of information, context of the data, and general trends in contractor’s performance. c.PRICE: Award will be made to the low offeror who is technically acceptable and who has an acceptable past performance evaluation. (3)QUOTE MUST BE RECEIVED NOT LATER THAN 2:00 PM PACIFIC TIME 19 MAR 2010 IN ORDER TO BE CONSIDERED. Quotes may be emailed to Leila.Miller@dma.mil or sent via fax to (951) 413-2432. Due to technical issues email and fax may not result in your quote arriving before the cut-off time, please allow extra time if you’re sending your quote via electronic means. (4)Quotations must include completed copy of provision at FAR 52.212-3 (Offeror Representations and Certifications – Commercial Items) (JUN 2009) with Alt 1 (APR 2002) or indication that Reps and Certs are in ORCA. CLIN 0001 QTY: 1 EACH Unit Price: Total Amount: Description: SERVICE, NON-PERSONAL; THE CONTRACTOR SHALL PROVIDE CUSTOM AFN COPYWRITING COURSE IN ACCORDANCE WITH THE ATTACHED STATEMENT OF WORK: POC: AT DMA-SA MSGT VADNAIS; DATES: TO BE DETERMINED BY THE END-USER AND CONTRACTOR. LOCATION: SAN ANTONIO, TEXAS. The contractor must bid on ALL items and must be quoted FOB destination. It is the responsibility of all interested offerors to review this site frequently for any updates/amendments that may occur during the solicitation process. The response date cited above does not obligate the Government to award a contract nor does it obligate the Government to pay for any quote preparation costs. The Government reserves the right to cancel this procurement/solicitation either before or after the solicitation closing date, with no obligation to the offeror by the Government. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for contract award. For registration, go to www.ccr.gov and follow the instructions. The Government will issue a contract to the responsible offeror, with acceptable past performance, submitting the lowest priced technically acceptable quote.
